THE PROVISION OF GROUND HANDLING SERVICES AT TAA MANAGED AIRPORTS
Invitation for Bids
Date: 04th March, 2020
- The Government of United Republic of Tanzania represented by Tanzania Airports Authority (TAA) is intending to procure ground handling service providers at TAA Managed Airports. This invitation for bids is the outcome of the Government policy to liberalise the aviation industry in Tanzania.
- This invitation for bids is open to qualified Ground Handling Companies (GHC) registered and having licenses issued by Tanzania Civil Aviation Authority (TCAA). TAA now invites sealed bids from eligible Service Providers for providing ground handling services at TAA Managed Airports as listed in the below table.

3. Bidding will be conducted through International Competitive Bidding (ICB) For LOT 1 and National Competitive Bidding (NCB) for LOT 2-10
4. Prospective Bidders must comply with licensing requirements as stated in the Tanzania Civil Aviation (Ground Handling Services) Regulations, 2007 – Government Notice. No. 194 of 2007.
5. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of the Secretary, TAA Tender Board, Terminal I, P. O. Box 18000, Dar es Salaam from 7.30 to 3.30 pm Monday to Fridays inclusive except on public holidays.
6. A complete set of Tendering Documents in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 5 above and upon payment of a non-refundable fee of Tshs.100,000/= (Tanzanian Shillings: One Hundred Thousand only). Payment should be done through Government Electronic Payment Gateway (GePG) after obtaining Control Number issued by the Director General, Tanzania Airports Authority.
7. All bids must be accompanied by a Bid Security in an acceptable form in the amount of US$ 500 (US Dollar: Five Hundred) or Tshs 1,000,000.00 (Tanzania Shillings: One Million Only) for LOT 1 and Bid Securing Declaration for LOT 2 – 10.
8. All bids in one (1) original plus two (2) copies properly filled in, and enclosed in plain envelopes clearly marked BID No. AE-027/2019-2020/JNIA/N/59 for Provision of Ground Handling Services at TAA Managed Airports, Do Not Open Before 11.00 Hours, Local Time on Friday, 20th March, 2020 for LOT 2-10 and Thursday, 26th March, 2020 for LOT 1. Bids must be delivered to the address The Secretary – Tanzania Airports Authority Tender Board, TAA Head Office, Terminal 1, P.O. BOX 18000 Dar es Salaam at or before 11.00 hrs Local time on Friday, 20th March, 2020 for LOT 2 – 10 and Thursday, 26th March, 2020 for LOT 1. Bids will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the PMU Conference room located at TAA HQ – Terminal I.
9. Late bids, portion of bids, electronic bids, bids not received, and not opened and not read out in public at the Bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
