REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES — FIRMS SELECTION)
1. This request for expression of interest follows the General Procurement Notice for the Dar es Salaam Metropolitan Development Project that appeared in the UN Development Business online of April 22, 2015.
2. The Government of the United Republic of Tanzania has received a credit from the Interactional
Development Association (IDA) towards the coal of the Dar Es Salaam Metropolitan Development Project, coordinated by the President’s Office, Regional Administration and Local Government (PO-RALG) through @Project Coordination Unit (PCU) under the Tanzania Rural and Urban Roads Agency (TARURA) and implemented by Kinondoni Municipal Council, Kala Municipal Council (Dar as Salaam City Council) and Temeke Municipal Council. It is intended that part of the proceeds of the credit will be used to cover eligible Payments under the contract for the Provision of Consultancy Services for OMD infrastructure Contracts Implementation Review, Data Capture, Documentation, Gap Analysis and Capacity Enhancement.
3. The overall objective of the assignment is to obtain key information and data on the implemented
infrastructure sub-projects under the project, review and carry out gap analysis, enhance capacity and document outputs achieved for proper closing of the project as well as for use in preparation and implementation of the next phases of DMDP and other urban projects. The findings of the study will also be used as reference and source of input during the preparation of Bank’s and Government’s implementation Compilation Report (ICR) for DMDP.
4. The Municipal Director, Kinondoni Municipal Council, now invites eligible consulting firms (Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and reveal experience to perform the Services.
The shortlisting criteria are: (i) Experience of at least eight years in undertaking infrastructure project management and related contract management, (i) Experience of at least four years working with LGAs on infrastructure projects; (ii) Proven experience of successfully working on World Bank/Donor financed Projects; and (iv) Availability of appropriate skills among staff. information to be provided should include fame of assignment, name and full contact address of the client, specific input, experts and tasks performed by the consultant under the assignment, assignment value (in equivalent US dollars), period (dates) of execution of assignment, etc.
Consultants may associate with other firms to enhance the qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. in the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
5. The attention of interested Consultants is dream to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants funder iBF0D Loans and IDA Credits & Grants} by World Bank Borrowers dated January, 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
6. A consulting firm will be selected in accordance with the Consultant’s Qualifications Selection (COS) method set out in the Consultant Guidelines.
