Terms of Reference for Technical Assistance to develop Mnazi Mmoja Hospital (Zanzibar) Business Plan

Purpose of the Consultancy:

Under the supervision of the UHC cluster lead, the team of technical assistants will conduct the evaluation of the strategic plan of Mnazi Mmoja Hospital 2012-2022 and develop a new business Plan that addresses the current challenges in the delivery of quality health services for the achievement of the mission assigned to the Hospital,

Background

‘The objectives of the UHIC-LC are to assist the Member States to plan and implement relevant policies and strategies for the achievement of Universal Health Coverage and Health-related Sustainable Development Goal .‘The Universal Health Coverage Life Course (UIIC-LC) team provides technical assistance and strategic support to improve access to quality people-centered health services along the life course, to improve access lo medicines and medical devices, and to ensure financial access to health services for all including the most vulnerable.

In Zanzibar, technical assistance and financial support were provided for the development of the first Strategic Plan of Mnazi Mmoja National I hospital (MMNUI) developed (or 2012-2022. ‘the plan aimed at enhancing performance through customer-focused interventions and institutionalizing transparency and accountability. A mid-term review was conducted in 2018 and the strategic plan was revised accordingly or 2018 -2022. As the strategic plan is ending in 2022, Mnazi Mmoja Hospital Management has requested WHO to provide technical and financial support to develop a new plan that will guide the hospital management and partners in improving efficiency, quality, and scope of health care delivery.

Objectives of the consultancy

‘The team of consultants will:

1. Conduct the desk review of relevant documents (review reports, hospital statistics and financial reports, performance and evaluation reports etc….) that ate necessary Lo analyze the performance of MMNIL

2. Collect and analyze quantitative and qualitative data (including interviews of hospital management and staff ,MOI officials, Development Partners, local government authorities, diets and the community, and otherstakeholders) (or the evaluation of the hospital strategic plan

3. Based on the analysis, recommend key actions that will enable Mnazi Mmoja Hospital to perform effectively as the National referral hospital (ic. HIRI, equipment, ICT, health services delivery, financing, health information, etc.}

4. Serve as a facilitator of the Mnazi Mmoja National Hospital strategic plan valuation team and business plan development task force

5. Prepare and facilitate consultative meetings

a. To fine-tune the situation analysis

b. To define strategic that are the most effective lo cover address the identified problems, and to improve the quality of services and the overall performance of MMNIL units.

c. To gather the inputs of various stakeholders on resource mobilization strategies for the implementation of the MMNII business plan

6. Draft a costed business plan 2022-2027 that includes a monitoring and evaluation [framework, a resource mobilization strategy, and a road map toward the international accreditation process,

Deliverables

1. Inception report that includes a Road for the entire process of evaluating the current Strategic Plan and developing a new Strategic Plan 2022-2026 for Mnazi Mmoja Hospital,

2. Data collection tools for situation analysis;

3. Consultative meeting and task force meeting reports

4. Vinal evaluation report of the current strategic plan

5. Approved draft of Business Plan 2022-2027 for Mnazi Mmoja Hospital including a monitoring and evaluation framework and a resource mobilization plan.

6. Approved draft of a performance improvement plan for 2023

Requirements and planning

‘The contract will be granted for a maximum of 40 men” days distributed in 2 months. The roadmap will be included in the inception note.

Characteristic of the provider

Only universities or consortiums of universities, and consulting firms (renowned business schools, schools of management, and/or school of public health} may apply.

2 senior consultants will be recruited to provide the technical assistance:

(. One senior consultant in business plan development

2. One senior public health consultant.

Profile of the public health consultant

Education:

  • Advanced University degree in Medicine or health-related field
  • Master’s in public health or public administration, with a concentration ina health service organization or hospital management.
  •  Postgraduate qualification in result-based planning, monitoring, and evaluation
  •  Post-graduate qualification in management of quality of health Services.

Experience:

  • At least 7 years of relevant international working experience and performance evaluation and result-based planning,
  • High level of expertise and knowledge in the following areas:

o Management of clinical units

o Performance evaluation and result-based planning

o Health systems strengthening

o Coaching and mentoring of the hospital management team for performance improvement

Profile of the consultant in business plan development

Education:

  • At least a Master’s in management, business administration, or public administration
  • Post-graduate qualification in project/program management

Experience:

  • At least seven (7) years of experience in developing and monitoring business plans,
  • Experience in performance management and knowledge management.
  • Experience in coaching and mentoring

Remuneration

‘The remuneration will be based on UN consultancy rates for the United Republic of Tanzania.
