TANZANIA NATIONAL PARKS (TANAPA)

 INVITATION FOR BID

UPGRADING OF SINGISI- LHARARA- MARIWA ROAD AND PARK NYIGOTI – NYICHOKA ROAD SECTIONS (24.83KM) IN SERENGETI  DISTRICT FROM EARTH ROAD TO GRAVEL ROAD

 (KFW CONTRACT REFERENCE NO. 2012 65107)

1. The Government of the United Republic of Tanzania has received a grant from the German Development Bank (KfW) and intends to use the proceeds towards the costs of the Serengeti Ecosystem Development and Conservation Project (SEDCP) and intends to apply part of the proceeds towards payments under the contract for the rehabilitation of rural feeder roads in’ Ngorongoro District and Serengeti District.

2. The Tanzania National Parks (TANAPA) now invites sealed bids from eligible and qualified bidders, for the rehabilitation (comprising of upgrading existing earth roads to gravel standard) of the following road sections:

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the KfW Guidelines: Procurement of Goods, Works and Associated Services In the Implementation Of Projects and Programmes Financed Under German Financial Cooperation (FC) [Financial E Cooperation, Guideline For Procurement, January 2019] (“KfW Procurement Guidelines”), but is open to all eligible bidders, as defined in the Procurement Guidelines paragraph 1.3. ln the case, of foreign bidders, Procurement Guidelines paragraph 2.4.3 shall also apply.

Note: Bidding on pert of the works covered under a tender reference will not be considered.

4. a) Interested eligible tenderers may obtain further information and inspect the tender documents from the date of this advert during office hours (8:00 AM to 4:00 PM) from Monday to Friday inclusive, except on public holidays, at the Office of the Serengeti Ecosystem Development and Conservation Project (SEDCP), SENAPA Offices, Community Outreach Services Unit, Fort Ikoma, Serengeti District, Tanzania (e-mail: [email protected] )

b). Alternatively, interested eligible tenderers may inspect the tender documents from the date of this advert during office hours (8:00 AM to 4:00 PM) from Monday to Friday inclusive. , except on public holidays, at the Offices of the Procurement and Supplies Unit, Tanzania National Parks (TANAPA), Room # 4, Mwalimu J.K. Nyerere Conservation Centre, Burka Estate, Dodoma Road, P.O. Box 3134, Arusha, Tanzania.

5. A complete set of tender documents in English may be purchased .by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Tanzanian Shillings One Hundred Thousand only (125 100,000.00) or its equivalent in freely convertible currency for each set (per tender reference number). The method of payment will be by Cash, BankerS Draft or Bankers Cheque to the Conservation Commissioner, Tanzania National Parks (TANAPA), Mwalimu J.K. Nyerere Conservation Centre Burka Estate, Dodoma Road, P.0. Box 3134, Arusha. Tanzania. The document will be sent by Courier (related costs to be covered by the interested Bidder) or physical pickup by the Bidders at Tanzania National Park (TANAPA) Head Office, Mwalimu J.K. Nyerere Conservation Centre, Burka Estate, Dodoma Road, Arusha.

6. Tenders, in one original plus two copies, properly filled in, and enclosed in plain envelopes. must be delivered to the Secretary of TANAPA Tender Board, Room No. 4, Ground Floor, Mwalimu J.K. Nyerere Conservation Centre, Burka Estate, Dodoma Road, P.0. Box 3134, Arusha. Tanzania on or before 10:00 AM on 18m November 2019. Electronic bidding will not be permitted Late tenders shall not be opened but rejected. All other tenders received will be opened and read out in public at the tender opening ceremony. Eventual incompleteness of a tender will be established by the Bid Evaluation Committee. Bids will be publicly opened in the presence of the bidders‘ designated representatives and anyone who choose to attend at the address below on ; 10:00 AM on 18th November 2019.

7. All bids must be accompanied by a “Bid Security” in original and in an acceptable form in the amount of 2% of the bid price in Tanzania Shilling (TZS) or an equivalent amount in a freely , convertible currency valid for 28 days beyond the bid validity period. The Bid Security shall be a Bank Guarantee, :5 Letter of Credit or Banker’s Cheque clearly addressed to Director General, Tanzania National Parks (TANAPA), Mwallmu J.K. Nyerere Conservation Centre, Burka Estate; Dodoma Road. 9.0. Box 3134, Arusha. Tanzania.
