UPGRADING OF MAKUTANO NYAMUSWA IKOMA GATE ROAD (1 35 KM) TO BITUMEN STANDARD; LOT 2: SANZATE NATTA (40 KM) SECTION

INVITATION FORTENDERS

The Government of the United Republic of Tanzania has set aside funds for the operation of the Tanzania National Roads Agency (TANROADS) during the financial year 2018/19. It is intended that part of the proceeds of the fund will be us to cover eligible payments under the contract for the Upgrading of Makutano Nyamuswa lkoma Gate Road (1 Km) to Bitumen Standard; Lot 2: Sanzate Natta (40 Km) Section; tender No. AE1001/2018-191HQ/W/63.

Tanzania National Roads Agency (TANROADS) on behalf of Ministry of the Works, Transport and Communication now Invites sealed tenders from eligible tenderers for execution of the Upgrading Works. The Works consist of construction of Bridges, culverts (pipe and box), raised embankments, bituminous mix base, Asphalt Concrete and ancillary works. The estimated major quantities of works are as follows:

Tendering will be conducted through the international Competitive Tendering method specified in the Public Procurement Regulations, Government Notice No.446 of 2013 and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

Tenderers should note that to qualify for award of the contract, they are required to meet certain minimum qualifying criteria. It should be noted that tenderers must be able to demonstrate that, in the capacity as a prime Contractor, they should have successfully completed at least two (2) projects of similar nature of at least 30km bitumen standard road within the last ten (10) years. Tenderers are required to provide full and detailed particulars of their financial capability to perform such works and to demonstrate that they have experienced key personnel with appropriate qualifications. As part of proof of experience on road projects, Tenderers are required to submit certified forms of Contract for awarded Contracts in the past, Taking Over and Completion Certificates duly certified together with Telephone Number and e-mail addresses of the previous Employer/Awarding Agency. Tenderers should also note that the works must be completed within Twenty Seven (27) months inclusive of three (3) months of mobilization and that they are required to provide detailed particulars of all items of equipment and plant that they deem necessary to deploy for the timely completion of the works. Tenderers who are proven non-performers need not apply as they will be disqualified.

Interested eligible Tenderers may obtain further Information and inspect the tendering documents at the office of the Secretary, TANROADS HQ Tender Board, 4th Floor, Airtel House , Ali Hassan Mwinyi/Kawawa Road; Junction, Dar es Salaam; Telephone: +255 22 292 6001/6 Fax No. +255 22 2926011 between 08:00 am and 04:30 pm from Monday to Friday inclusive, except on public holidays.

A complete set of tendering documents (and additional copies) may be purchased by interested Tenderers at the above office, on submission of a written application to the address given above and upon payment of a non-refundable fee of ‘ TZS 300,000 (Tanzania Shillings Three Hundred Thousand Only) or its equivalent in freely convertible currency for each set, which has to be paid with reference to Government e-Payment Gateway System (GePG) Control Number to be issued by the Accounts Section at TANROADS Headquarters.

Bidders can collect the tendering documents between 08:00 am. to 04:30 pm. from Monday to Friday inclusive, except on public holidays at the Employer’s Head office in Dar es Salaam. Documents will not be dispatched by courier service.

Tenders shall be valid for a period of 120 days after Tender opening, and must be accompanied by a“Tender Security’ in original and in an acceptable form in the amount of TShs. 500,000,000 (Tanzania Shillings Five Hundred Million Only) or its equivalent in a freely convertible currency, and the tender must be submitted or be sent by a registered post to: The Secretary, TANROADS Headquarters Tender Board, 4th Floor, Airtel House, All Hassan Mwinyi/Kawawa Roads junction, P.O. Box 1 1 364, Dar es Salaam, TANZANIA so as to reach him on or before the deadline for submission of tenders.

The Tender Security shall be clearly addressed to: The Chief Executive, TANROADS, P. 0. Box 1 1364, Dar es Salaam the Tender Security shall be valid for Twenty eight days (28) beyond the end of the validity of the tender.

The deadline for submission of Tenders shall be at 10:00 am on 14th August 2019.Tenders will be opened In public in TANROADS Conference Room, 4″“ Floor, TANROADS Headquarters, Airtel House, All Hanan Mwinyi Kawawa Roads Junction, Dar es Salaam, immediately after submission deadline and In the presence of Tenderers’ representatives who choose to attend. A combined Site visit and Pre-tender meeting will be held on 5″ July 2019 at the Regional Manager’s office, TANROADS, Musoma The site visit will commence at 09:00 min.

Late tenders. partial tenders, electronic bids, tenders sent by fax, tenders not received, not opened and not read out in public at the tender opening ceremony shall not be considered for evaluation Irrespective of the circumstances.
