REQUEST FOR EXPRESSION OF INTEREST

  1. This request for expression of interest follows the general procurement notice for Dar es Salaam Metropolitan Development Project that appeared in the UN Development business online April 22 2015
  2. The government of the United republic of Tanzania has received accredit from the international Development Association toward the cost of DMDP coordinated by the president’s office regional administration and local government(PO-RALG) through a project coordination unit under the Tanzania Rural Urban Roads Agency. Its intend that part of the proceed of the credit will be used to cover eligible payments under the contract of the provision of consultants services for own sources revenue strengthening program under DMDP
  3. The overall objective of this assignment is to increase own source revenue to LGAs by strengthening capacity and improving existing practices. Specific objectives of the assignments ate to (i) improve collection method in order to increase overall own sources revenue (ii) improve the ability of LGAS accurately project potential and budget for own sources revenue as well as analyze and effectively report/present on financial data(iii) identify new or existing high potential but under collected sources of revenue(iv) strengthening RAS and PO-RALAG HQ ability to monitor and support LGAS ORS COLLECTION, projecting and budgeting and (v) identify policy change aimed at improving local OSR as well as central government revenue that is closely tied to LGA ORS collection and to provide platform for policy dialogue
  4. The consulting firm wil carry out the assignment which will be organized into five keys phases following mobilization and brief inception period as follow phase 1 existing situation analyst research and policy dialogue – Assessing the policy environment surrounding LGA OSR generation, identifying potential improvement o revenue collection and budgeting arrangements and process and providing a platform for policy dialogue to inform decision making on issues of LGA OSR Phase II Development of revenue enhancement strategies and expenditure reviews for DLA’s – co-developing with each DLA a tailored path forward for enhancing OSR and strengthening expenditure planning Phase III DESIGN OF TECHNICAL ASSISTANCE AND MONITORING/EVALUATION APPROACH – CONVERING KNOWLEDGE AND PERSPECTIVE GAINED IN Phase I and II into practical tools for improving prevailing LGA OSR collection, projecting and budgeting practices conceptualizing and preparing for the DLA/RAS/PO-RALG HQ training and technical assistance that will follow in phase IV and design monitoring and evaluation approach Phase IV Delivery of training/TA/ and application of monitoring evaluation approach implementing the training and technical assistance approach agreed to in phase III AND Phase V Public sensitization campaign increasing urban resident understanding of the purpose and importance of local government taxes fr enabling services delivery and increasing public willingness to pay taxes as measure’s by increased voluntary payment rates
  5. The permanent secretary now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants should provide information demonstrating thet they have the required qualification and relevant experience to perform services. The short listing criteria are(i) the minimum of 15 years for providing financial advising to large public institution with at least 10 yrs. providing financial advising to central and local government in developing countries (ii) proven experience and success in the development and delivery of trainings to local government staff from a range of disciplines and to audience with education levels ranging from graduate degree to secondary school certificates developing and applying monitoring and evaluation metric and results frameworks developing and delivering public sensitization campaign’s deep understanding of the political economy surrounding central municipal and lower and strong analytical writing and presentation skills demonstrated successful completion of at least 2 assignment of similar scope magnitude and complexity information to be provided should include name of assignment name full contact address of the client specific input expert and tasks performed bt the consultants under the assignment value( in equivalents dollar) period dates of execution of the assignment etc (iv) availability of appropriate skills among staff
    Firms associated other firms in the form of joint venture or sub consultancy to enhance qualification
  6. The attention of interested consultancy is drawn to paragraphy1.9 of the world banks guideline selection and employment of consultancy(under IBRD loans and IDA Credit & grants y world bank borrowers dated January 2011(revised July 2014) consultancy guidelines) setting forth the world bank policy on conflict of interest
  7. A consulting firms will be selected in accordance with quality and cost based selection(QCB) method set out in the consultant guidelines
  8.
