  1. The Government of United Republic of Tanzania has receiving financial from the World Bank towards the cost of the productive social safety net II.  This project will be jointly financed by the agency for international development Bill and Melinda development Gates Foundation.  The global fund to fight AIDS TB and malaria international fund for agriculture development, the government of Norway and OPEC.  The TASAF implementing agency for this project intends to apply part of the proceeds towards payments under call-off contractors that may be AWAREDE under framework agreement to supply ICT consumable, stationary and motor vehicle spare parts.  the primary procurement to conducted though this RFB Primary procurement process
  2. The procuring agency is undertaking primary procurement with a view to conducting framework agreements.  The procuring agency is the sole purchase under the framework agreements.  The procuring agency sealed bids from eligible bidders to supply ICT consumable stationaries and motor vehicle spare parts
  3. Frame work agreement to be conducted will single user.  the single-user entitled to purchase under the framework agreements is TASAF
  4. The framework agreements to be used will be single supplier
  5. The selection of FA supplier to be a call-off contract will be direct to the single suppliers for each lot who a particular framework agreement is conducted with.  However the conclusion of framework agreements shall not impose any obligation on the procuring agency to purchase goods under a call-off contract.  The conclusion framework agreement does not guarantee that FA suppliers will be awarded a call-off contract
  6. Bidding will be conducted though national competitive procurement using request for bids as specified in the world bank procurement regulation for IPF Borrowers the world bank procurement regulation for investment project financing(IFP Borrowers) (Procurement Regulations) dated July 2016 revised in November 2017 and August 2018( procurement regulations) and is open to all eligible bidders as defined in the procurement regulations
  7. Bidders may submit for one or more lots in particular  bid
  8. The framework agreements shall be conducted for a term of 3 years subjected to appraisal annually from the commencement dated stated in the framework agreement
  9. The primary procurement shall establish closed framework agreements
  10. Interested bidders may obtain further information from secretary of the tender board TASAF DSM Old Kilwa/Malind Road MAIN BUILDING, 3RD Floor Room No 20 and inspect bidding document during office hours 8:00 – 16 hours  at the address giben below
  11. The bidding document in English may be purchased by interestd bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 50,000 TZS in convertible currency.  The method of payment will be direct deposit to CRDB Bank PLC Account number 01J100517 Name of the account is TANZANIA SOCIAL ACTION FUND.  The document will be collected by bidder at TASAF DSM Old Kilwa/Malind Road MAIN BUILDING, 3RD Floor Room No 20 Upon presentation of evidence payment fees for purchase of biding document
  12. Bids must be deliver to the address below at or before 10;00 EAT 31 March 2020 electronic bidding will not be permitted.  Late bids will be rejected the publicity opened in the presence designated representative and anyone who choose to attend at TASF DSM Conference Room Old Kilwa/Malindi on 31 March 2020
