For Provision of Consultancy Services for Establishment of a Common Qualification System (CQS)

Call for Expression of Interest

Date: 20th March 2019

  1. The Energy and Water Utilities Regulatory (EWURA) has set aside funds for its operations during the financial year 2018/19. It is intended that part of the proceeds will be used to cover eligible payment under the contract for provision of consultancy services for establishment a Common Qualification System (CQS).
  2. The main objective of the Common Qualifications System (CQS) is to serve as the sole system for the registration, pre-qualification, qualification, certification and accredittion of the service providers in the petroleum industry. Specifically, the CQS is intended to serve as-

(a) the verification of contractors’ capacities and capabilities through relevant authorities;
(b) the evaluation of application of local content submitted by a contractor, subcontractor, licensee or any other relevant person;
(c) the tracking and monitoring of performance and provision of feedback; and
(d) ranking and categorization of service providers in the petroleum industry based on capabilities.

3. EWURA now invites eligible consultants to indicate their interests in providing the services. The service will include but not limited to execution of the assignment through consultation with Government institutions, industry operators, private sector and conduct a rigorous desk review of various relevant documents. To start with, the Consultants shall develop categorization of the human resources to deployable and translate them into information communication technology (ICT) through a web-based technology. The scope of work for carrying out this task involve developing and install a CQS that will be capable to perform the following-

(a) identify up to ten (10) categories of qualified personnel to be deployed in the petroleum industry on minimum academic qualifications, and working experiences;
(b) the system should allow on-line registration of local suppliers and service providers in the petroleum industry;
(c) the system should be capable of verifying the contractors’ capacities in terms of expertise and specialization as well as capabilities in terms of technological know-how available in-country in the area where he/she wants to participate;
(d) platform for submission, verification and approval of local content plans, procurement plans and performance reports from licensees, contractors, subcontractors or any other relevant person;
(e) database for a pool of national petroleum skills development to be updated periodically by the Authority through licensees, contractors, subcontractors or any other relevant person;
(f) conduct Stakeholders Workshop, including international oil companies (IOCs), to get their comments, which will feed into the final CQS;
(g) provide operational manual of the CQS to EWURA and PURA; and
(h) conduct a one (1) week training to the Ministry of Energy staff, EWURA and PURA staff, industry operators and other relevant institutions on the functional operation of CQS.

Interested consultants must provide information indicating that they are qualified to perform the service by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications. Dully signed Memorandum of Understanding should be attached in the EoI as a proof of such association.

5. For each assignment performed, the consultant shall provide the name and address of the client (s), date(s) of execution, value and financing sources.

6. A consultant will be selected in accordance with the National Competitive Selection (NCS) procedures–Selection and Employment of Consultants as specified in Regulation 255 of the Public Procurement Regulations, 2013 –Government Notice No.446 as amended in 2016 and is open to all Consultants regardless of their nationality as defined in the Regulations.

7.Interested eligible consultants may obtain further information from the office of the Secretary, EWURA Tender Board,10th Floor PSSSF Building, Hazina Street, Dodoma from 8:00 am to 4.30 pm on Mondays to Fridays inclusive except on public holidays.

8. This is not a request for proposals. After review of the letters of interest, shortlist will be prepared, and short-listed firms will be invited to submit their proposals through a letter of invitation including specific Terms of Reference (ToR)

9. 10. Late Expression of Interest shall not be accepted for evaluation irrespective of the circumstances.
