This request for expression of interest follows the General Procurement Notice for the project that appeared In the United Nations Development Business; Issue No. WBSSOB12/16 of December 21, 2016.

The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Second Water Sector Support Project and intends to apply part of the proceeds for consultant services.

The consulting services (“the services”) include: supervision of construction of Mbezi Beach WWTP, pumping station and sewerage network. There will be two works contracts; one for waste water treatment plant and the second is for the sewerage network and sewage pumping stations. Construction of the WWT Plant will be under Design Build Operate (DBO) Contract. The sewerage extension project will be implemented in different parts of the Kinondoni Municipality. The WWTP under BBC will have a capacity of 16,000m3/d. The sewerage network with diameters varying from 200mm to 800mm will have a total length, of about 97km sewing a population of 130,000 people with about 26,000 house connections. Works will also include construction of two pumping stations and all associated appurtenant structures. The timeframe for the provision of the Services is estimated at 36 months, which include 24 months of construction work and a defects liability period of 12 months,

The Dar es Salaam Water and Sewerage Authority (DAWASA) now invites eligible Consultants to indicate their interest in providing ‘ the services. Interested consultants must provide information indicating that they are qualified to perform the services: The short-Iisting criteria are (a) core business of the firm and years in business, (b) experience in similar assignments, (c) experience of having worked in sub-Saharan Africa or similar environment, (d) technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of permanent staffs. Do not provide CV of staff. Key experts will not be evaluated at the short listing stage), the names and contact address of clients served.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 (”Consultant Guidelines’), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the World Bank Guidelines.
