EXPRESSION OF INTEREST

This Invitation for Tender follows the General Procurement Notice (GPN) for this Project which appeared in Daily News dated Thursday 28th February 2019 and Tanzania Procurement Journal (TPJ) Issue No.Vol Xll-No. 10_; and Public Procurement Regulatory Authority (PPRA) Portal dated Tuesday March 5th 2019.
The Government of the United Republic of Tanzania has set aside funds for the operation of the Mkulazi Holding Company Limited of the proceeds of the fund will be used to cover eligible payment under the contract for provision of Consultancy Services for conducting selected feasibility study and detailed design of an appropriate Irrigation and drainage system(s) including irrigation water storage facilities for Sugar cane plantation for Mbigiri estate in Morogoro Tanzania.
The Mkulazi Holding Company Limited now invites proposals for Provision of Consultancy Services for Conducting Selected Feasibility Study and Detailed Design of an Appropriate Irrigation and Drainage System Including Irrigation Water Storage Facilitiesfor Sugar cane plantation for Mbigiri Estate in Morogoro Tanzania.
Interested consulting firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of having performed the relevant and similar assignment specifically in sugarcane plantation industry undertaking at least three years, working experience in similar conditions and availability of appropriate skills among staff having precious experience in relevant and similar assignment from the tender invited. Consultants may associate to enhance their qualifications.
The scope of services for this assignment shall not be limited to the following:-
Collection of necessary data including field survey for
(Topographical, Hydrological, Geological and Geotechnical) for
detail design of the irrigation system and water storage dams
Carrying out detailed Engineering design for the Irrigation and
Drainage systems including flood protection dyke, farm layout and
farm roads design
Carrying out detailed Engineering design for Irrigation water storage dam(s)/ facilities.
- Preparation of Construction Drawings
- Preparation of Bills of Quantities
- Preparation of Confidential Engineering cost estimate for the works. Preparation of Tender Documents
- Review water use permit and advise the client on the same
1.Provision of Supervision services for the works
2. Capacity building – MHCL Irrigation Staff in the processes of designing of irrigation system and water storage dams.
3. Interested firm must also submit the proof of being legal entity and being registered with relevant authorities under the country’s established and regulations.
4. The Consultant will be selected in accordance with the procedures set out in the Public Procurement Act of 2011 and the Public Procurement (Selection and Employment of Consultants) Regulations of 2013 (As amended in 2016).
5. Selection will be conducted through the Quality and Cost Based Selection Procedures specified in the Public Procurement Regulations.
6. Interested eligible consultants may obtain further information from the office of the Secretary, Mkulazi Holding Company Limited Tender Board, Mbigiri Estate, Dakawa-Morogoro, Dodoma Road, PMU Office Room No. 5, P. O. BOX 1079, Morogoro from 09:00 am to 4.00 pm on Mondays to Fridays inclusive except on public holidays.
7. Expression of interest (Eol) must be delivered in hardy copy sealed and clearly marked “TENDER No. PA/150/2018-2019/C/06 AND ITS
RESPECTIVE TENDER DESCRIPTION NOT BE OPENED BEFORE 14:30HRS ON 19TH JUNE 2019”. All Expression of Interest applications must be
delivered to the address under paragraph 9 above on or before WEDNESDAY 19TH JUNE 2019 at 14:30 hours local time. Expression of
Interest will be opened promptly thereafter in public and in the presence of Firms’ representatives who choose to attend the opening at the Mwalimu Nyerere Multipurpose Conference, Board Room, Mkulazi
Holding Company Limited, Dodoma Road, Mbigiri Estate, Dakawa-Morogoro.
8. Late expression of interest shall not be accepted for evaluation irrespective of the circumstances
