REQUEST FOR EXPRESSION OF INTEREST TENDER

For

PROVISION OF CONSULTANCY SERVICES FOR A STUDY ON UNLOCKING ELECTRICITY CONNECTION CHALLENGES IN RURAL AREAS

This Invitation for Tender follows the General Procurement Notice (GPN) for this Project which appeared in Public Procurement Regulatory Authority (PPRA) Tenders Portal of 06 August 2019

The Government of the United Republic of Tanzania through Ministry of Energy has received funds from the World Bank and set it aside for its operations during the financial year 2019/2020. 1t intends to apply part of the proceeds for Consultancy services for study on unlocking electricity connection challenges in rural areas.

The Ministry of Energy now invites eligible interested Consulting firms with qualified staff to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria shall consider; the consultant eligibility, consultant’s profile, description of similar assignments, availability of appropriate skills among staff and experience in similar conditions. to submit their Expression of Interest (E01) for Provision of Consultancy Services for a Study on Unlocking Electricity Connection Challenges in Rural Areas.

Interested consulting firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of having performed the relevant and similar assignment undertaking at least three years, working experience in similar conditions and availability of appropriate skills among staff having precious experience in relevant and similar assignment from the tender invited. Consultants may associate to enhance their qualifications.

The scope of services for this assignment shall not be limited to the following:

To organize and collate existing and ongoing studies on rural electrification in Tanzania and provide direction for future analysis that may be required to unlock electricity connection challenges in the country. It is intended to inform and accelerate the pace of electrification in Tanzania, as well as maximize the welfare impacts of the National Electrification Program Prospectus (NEPP).

Task 1 Review of Electrification Status and Challenges. Under this task, the consultant would be required to assess the progress towards the electricity access goals set by the Government of Tanzania and examine the challenges in reaching universal electricity access by 2022.This task will include an appraisal of the implementation of the NEPP since its inception, a review of the policy and regulatory frameworks governing rural electrification programs, and an extensive evaluation of relevant documentation and studies on electricity access and rural electrification.

Task 2 Structuring of identified scope to define outstanding studies: Under this task, the consultant is expected to make recommendations on strategies to inform future policies to address the identified challenges and informational gaps. At least two different policy scenarios, as agreed to with the client, should be evaluated, both qualitatively and quantitatively to provide options to government in designing planning frameworks and future policy interventions.

The scope of the recommendations will include

  • Strategies to address key barriers to accelerating rural electrification
  • Required institutional, financial and infrastructure resources for reaching universal access
  • Ways to close identified gaps in the knowledge base to inform the direction of future rural access studies

Task 3 -Propose strategy for unlocking electricity connection challenges in rural areas: Under this task, the consultant is expected to make a draft of proposed strategy for unlocking electricity connection challenges taking into consideration but not limited results from Task 2.

The draft proposed strategy should consider to the extent possible, the effective implementation of recommendations made to determine the future priorities of the Government under Ministry of Energy so as to enhance, promote and speed up the rural electrification.

Interested firm must also submit the proof of being legal entity and being registered with relevant authorities under the country established and registered.

The Consultant will be selected in accordance with the procedures set out in the Public Procurement Act of 2011 and the Public Procurement Regulations of 201 3 as amended 2016.

Selection will be conducted through National Competitive Method and Technical Quality and Cost Based Selection Procedures specified in the Public Procurement Regulations.

Interested eligible consultants may obtain further information from the Office of the Secretary of the Tender Board, Ministry of Energy, DPMU Office, P. 0. BOX 2494 Kikuyu Dodoma from 07:30 am to 3.30 pm on Monday to Friday except on Public Holidays.

Expression of interest (E01) should be submitted in hard copy sealed and clearly marked “TENDER No ME/008/2019-2020/HQ/C/03 AND ITS

RESPECTIVE TENDER DESCRIPTION NOT BE OPENED BEFORE 2.00pm ON 30th  September 2019”. All Expression of Interest applications should be delivered to the address under paragraph 9 above on or before 30’h September, 2019 at 2:00 pm. Expression of Interest shall be opened promptly thereafter in public and in the presence of Firms’ tenders or their representatives who choose to attend the opening at the Ministry of Energy Offices located at Kikuyu Avenue Dodoma City 2nd  floor Conference room.

Late expression of interest shall not be opened and shall not be considered for evaluation irrespective of the circumstances.
