SPECIFIC PROCUREMENT NOTICE

NAME OF PROJECT: South West Indian Ocean Fisheries Governance and Shared Growth Program (S WIOFish) Credit No.: 5589 TZ IDA

CONTRACT TITLE: Proposed Construction of Boat Ramp and Associated Structures at DSFA Site, Fumba Beach-Zanzibar

This invitation for Bids follows the General Procurement Notice for this project that appeared in United Nations Development Business Online no.WB4892 of October, 2015 .

The Government of the United Republic of Tanzania has received a credit from  the South West Indian Ocean Fisheries Governance and Shared Growth Program (SWIOFish) towards the cost of Regional Integration of Fisheries Management and intends to apply art of the funds to cover eligible payments under the Contract for % FA construction of Boat Ramp and associated Structures at Site, Fumba Beach in Zanzibar.

Deep Sea Fishing Authority now invites sealed bids from eligible National bidders registered or capable of being registered in Class V and above for carrying out the Construction of Boat Ramp and associated structures at DSFA Site, Zanzibar Construction period is 6 months.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement 0 Goods Works and Non-Consulting Services under IBRD Loans 1nd IDA Credits & Grants b World Bank Borrowers January, 2011; revised July, 2017. (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Qualification requirements for the works include: (i) experience as prime contractor in construction of at least three works similar nature and complexity in the last five years (ii) minimum annual volume of construction work for the last five years of USD 1,000,000 (One Million) or equivalent (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 200,000 (Two Hundred Thousands) one equivalent etc

Interested eligible bidders may obtain further information and inspect the bidding documents from Deep Sea Fishing Authority (DSFA) at the address below during office hours from 7:30 am to 3:30 pm local time on Mondays to Fridays inclusive, except on public holidays. A complete set of Bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of non-refundable fee of TZS 100,000 (Tanzania Shillings One Hundred Thousands) Only or its equivalent in freely convertible currency for each set, payable by Banker’s cheque, Bankers Draft or Cash to Director General, Deep Sea Fishing Authority (DSFA), Zanzibar Tanzania.

Bids must be delivered to The Secretary, Tender Board, Deep Sea Fishing Authority (DSFA), and PO. Box 56, Fumba Zanzibar, Tanzania. Physical Address: PMU office, DSFA Building, Zanzibar at or before 11:00 am on Tuesday 7th  JANUARY 2020. All bids must be accompanied by a Bid Security of TZS 10,000,000 (Tanzania Shillings Ten Million) only or an equivalent amount in freely convertible currency valid for 28 days beyond the bid validity period. The Bid Security shall be Unconditional Bank Guarantee or Irrevocable Letter of Credit or Banker’s Cheque clearly addressed to: Director General, Deep Sea Fishing Authority (DSFA). Bids will be opened in the presence of bidders representatives who choose to attend immediately after submission.

A Pre-Bid meeting shall take place at the DSFA Premises on 12th  DECEMBER 2019 at 11.00 am, to be followed by a Site Visit.
