PROCUREMENT OF A CONSULTANT FOR CARRYING OUT QUALITY CONTROL DURING 3D SEISMIC ACQUISITION AND PROCESSING IN 4/1 B, MNAZI BAY NORTH AND WEST SONGOSONGO BLOCKS

Expression of Interest

This Invitation for Tenders follows the General Procurement Notice for this Tender which appeared in the PPRA, Tanzania Procurement Journal, Issue No. 12206 dated 21st June 2018.

Tanzania Petroleum Development Corporation (TPDC) through support from the Government of the United Republic of Tanzania has committed to acquire and process a total of 693.1 sqkm of 3D Seismic Data of which 6005qkm will be acquired in Block 4/1 B and 93.1 sqkm in Mnazi Bay North. The data will be acquired and processed for detailed geological and geophysical studies including utilization of advanced techniques like AVO/AVA to identify and locate areas with high chance of hydrocarbon discovery.

TPDC is here by inviting eligible and qualified Quality Control (QC) consultant who will work in line with Geophysical Company to make sure that the data is acquired within the agreed quality, time and in safe environment.

The Scope of the consultancy work will be as follows: .

  • Produce a work plan for the data Quality Control (QC) indicating expected timelines for this work and the procedure to be followed.
  • Provide specifications sheet against which the data QC Is carried out.
  • Produce daily progress reports and a final report to TPDC.
  • Reporting on Remedial Action for non-compliance or deviations from the scope of work. ‘
  • Producing minutes of his meetings with the Contractor and other parties whom may be involved.
  • Presenting the findings to TPDC.
  • To monitor and check the onboard data acquisition, processing and data quality as per contract.
  • To monitor and check the quality of data processing during full data processing.
  • To train TPDC Staff during data acquisition, on board data quality control, on board processing and full processing.
  • Continuously monitor data quality.
  • To work with acquisition crew and quickly resolve any problem due to equipment or personnel.

Interested consulting firms shall provide information indicating that they are qualified to perform the services by submitting:

  • A Consultant’s Profile;
  • Experience of at least three (3) contracts/LPOs as a Quality Control for 3D marine seismic acquisition projects.
  • Experience in working with seismic acquisition equipment, onboard acquisition and processing software and other common survey equipment
  • Ability to rapidly QC acquired data and prepare daily reports related to the held activities and the acquired data to the Client.
  • Legal requirement: The interested consulting f1rm shall submit Certificate of Incorporation, valid and relevant Business License, TIN and VAT Certificate, Tax clearance Certificate, Power of Attorney

During tendering process, foreign companies may be exempted from local legal registration requirements but should have relevant legal registration of recognized Board from their respective countries.

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 Government Notice No. 446 and its amendment of 2016.

Selection will be conducted through the Quality and Cost Based Selection procedures specierd in the Public Procurement Regulations.

This is not a Request for Proposals. After a review of the expression of interest, a shortlist will be prepared, and shortlisted consultants will be invited to submit their proposals through a letter of invitation including specific terms of reference.

Expressions of interest (Eol) must be delivered to the address below in a sealed envelope by hand or courier at or before 1 1:00 hours on Friday 12th July 2019. The envelope outer cover shall be clearly marked Tender Number: ”PA/031I2018-19/C/35 FOR PROCUREMENT OF A CONSULTANT FOR CARRYING OUT QUALITY CONTROL DURING 3D SEISMIC ACQUISITION AND PROCESSING IN 4/18, MNAZI BAY NORTH AND WEST SONGOSONGO BLOCKS.” NOT TO BE OPENED BEFORE 11:00 HOURS ON FRIDAY 12th JULY 2019.

Deadline for submission of Expressions of interest shall be on Friday 12th July 2019 at 11:00 hours local time. Received Expressions of Interest will be opened promptly thereafter In the presence of tenderers representatives who choose to attend opening ceremony at TPDC, Benjamin William Mkapa Pension Towers, Tower ”A”, Azikiwe/Jamhurl Streets, TPDC Boardroom, 10th floor, room number 106.

Late Expressions of Interest, Electronic Expressions of interest, Expressions of Interest not received, Expressions of Interest not opened and not read out In public at the opening ceremony shall not be accepted for evaluation Irrespective of the circumstances.
