EXPRESSION OF INTEREST

TENDER NO: PA/154/HQ/2018-19/C/16

JOINT PARTNER FOR DEVELOPING AND OPERATING DAR ES- SALAAM CITY COMMUTER TRAIN SERVICES ON EXISTING RAILWAY NETWORK

1. The Government of Tanzania has set aside funds for the operation of the Tanzania Railways Corporation (TRC) during the financial year 2018/2019. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Joint Partner for Developing and Operating Dar es Salaam City Commuter Tram Services on Existing Railway Network

2. TRC on behalf of the Government is looking for a Developer and Operator in a form of Joint venture to develop and operate Dar-es- salaam City commuter train services on existing railway network that will transport passengers between Central Business District (CBD) and industrial and residential areas. The successful developer and operator will develop and rehabilitate the acting railway stations, provide rolling stocks and their maintenance, and operate the commuter train service. TRC proposes the use of DEMUs which will be acquired, operated and maintained by a partner. However, the partner is also allowed to come up with a better alternative of equipment to be used in order to serve intended purpose.The proposed operation routes run along the main line railway track that connects the Dar es Salaam city with other parts of the country. The proposed city commuter train service will operate mainly in two routes. Route one traverse from Dar es Salaam Central Railway Station to Ubungo Maziwa (about 12km) near Ubungo Bus Terminal to west north. The second route plies also between Dares Salaam Central Railway Stations to Pugu Station (about 20 km) in the west. The two lines pass through busy and highly populated areas and suburbs of:-

a. Route one: from main station via Kamata, Buguruni, Tabata, Mobibo and Ubungo

b. Route two: from main station via Kamata, Buguruni, Karakata, Ukonga, Gongolamboto and Pugu

3. The proposed operation routes run along the main line railway track that connects the Dar es Salaam city with other parts of the country. The proposed city commuter train service will operate mainly in two routes. 4. The main objective of the project is to look for a Partner who will joint venture with TRC on better operation of City Commuter Trains so as to reduce traffic congestion within the city. The assignment will include provision of a better commuter trains through suitable rolling stock, construction of fence stations and platform

5. Interested and eligible partners must provide recent information within last ten (10 years) indicating that they are qualified to Develop and Operate Dar- es- Salaam City Commuter by submitting their Company profile, proven technical capability and experience to develop and operate Commuter Trains, at least five (5) years cumulative experience and having successful completed a minimum of three (3) projects of similar nature and scope supported by reference letters. The Company should be registered by Internationally recognized body, present detailed description of similar assignments/ projects, include track record demonstrating experience in similar conditions, show availability of appropriate skills among staff. Financial capacity to run similar business and present brief methodology towards implementation of development and operation of Commuter trains. Company may associate to enhance their qualifications.

6. The Developing and Operating partner will be selected in accordance with International Competitive Selection Procedures set out in the Public Procurement Act No.7 of 2011 and its Public Procurement (Amendment] Act No 5 of 2016, Pubic Procurement Regulation 2013 and its Public Procurement (Amendment) Regulation. 2016

9. Late Submitted Expressions of Interest, electronic or fax form shall not be accepted for evaluation irrespective of the circumstances.
