TENDER NO. AE/001/2018-19/HQ/W/109, FOR IMPROVEMENT OF ASSORTED ACCIDENT “BLACK SPOTS” AT THE
PRIORITY SITES ALONG THE DAR ES SALAAM CORRIDOR, Phase 1 (LOT 1 – MOROGORO REGION)

Invitation for Bids

1.This invitation for Bids follows the General Procurement Notice with Reference No. WB4047-10/12 that appeared in the UNDB on 12th October 2012.

2. The Government of the United Republic of Tanzania has applied for a Credit from the International Development Association (IDA) towards the cost of the Southern Africa Trade and Transport Facilitation Project (SATTFP) and intends to apply part of these funds to cover eligible payments under the Works Contract for the Improvement of Assorted Accident “Black Spots” at the Priority Sites along the Dar es Salaam Corridor, Phase 1 (Lot 1 – Morogoro Region), Tender No. AE/001/2018-19/HQ/W/109.

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non- Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers; January 2011, revised October 2017 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraph 4.2 setting forth the World Bank’s policy on conflict of interest.

4. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works, Transport and Communication hereinafter referred to as the Employer now invites sealed bids from eligible and qualified bidders for the Improvement of Assorted Accident “Black Spots” at the Priority Sites along the Dar es Salaam Corridor Lot 1 – Morogoro Region, Tender No. AE/001/2018-19/HQ/W/109.

6. Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III of the Bidding Document. It should be noted that bidders must be able to demonstrate that in their capacity as prime contractor they should have successfully completed at least two (2) projects of similar nature and complexity within the last ten (10) years. Bidders are required to provide full and detailed particulars of their financial capability to perform such works and to demonstrate that they have experienced key personnel with
appropriate qualifications. Bidders should also note that the works must be completed within Twelve (12) months inclusive of three (3) months mobilization period and that they are required to provide detailed particulars of all the items of equipment and plant that they deem necessary to deploy for the timely completion of the works.

Junction, Dar es Salaam;. Telephone: +255 255 22 2926001-6 between 08:00 am and 04:30 pm from Monday to Friday inclusive, except on public holidays.

8. A complete set of bidding documents (and additional copies) may be purchased by interested bidders at the above office, on submission of a written application to the address given above and upon payment of a nonrefundable fee of TShs 200,000/= (Tanzania Shillings Two Hundred Thousand only) or its equivalent in freely convertible currency for each set. The mode of payment should be by Banker’s Cheque payable to the Chief Executive, Tanzania National Roads Agency, P. O. Box 11364, Dar es Salaam or by direct deposit or by telegraphic transfer to the following bank account:

9. Bids must be delivered to the Secretary, TANROADS Headquarters Tender Board, 4th Floor, Airtel House, Ali Hassan Mwinyi/Kawawa Roads Junction, P.O. Box 11364, Dar es Salaam, Tanzania on or before 10:00 Hours local time on 13th March 2019. The bid must be submitted in ONE ORIGINAL and THREE COPIES and the outer envelope of the bids must be clearly marked “Bid for Improvement of Assorted Accident “Black Spots” at the Priority Sites along the Dar es Salaam Corridor, Phase 1 (Lot 1 – Morogoro Region), Tender No. AE/001/2018-19/HQ/W/109”. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of Bidders’ designated representatives and anyone who choose to attend at the TANROADS Conference Room, 4th Floor, TANROADS Headquarters, Airtel House, Ali Hassan Mwinyi/Kawawa Roads Junction, Dar es Salaam, immediately after submission deadline.

10. All bids must be accompanied by a Bid Security in original and in an acceptable form in the amount of TShs. 200,000,000 (Tanzania Shillings Two Hundred Million only) or its equivalent in any freely convertible currency. The Bid Security shall be clearly addressed to the Chief Executive, TANROADS, P. O. Box 11364, Dar es Salaam. The Bid Security shall be valid for Twenty Eight (28) days beyond the bid validity period, i.e. 148 days after the bids submission deadline.

11. A Site Visit will take place. The site visit will commence from the offices of the Regional Manager, TANROADS, Morogoro on 27th February 2019, at 09:00 hours local time. The Site Visit will be followed by a Pre-Bid Meeting which will take place immediately after the Site Visit at the offices of the Regional Manager, TANROADS, Morogoro.
