PROVISION OF INDIVIDUAL CONSULTANCY SERVICES FOR CARRYING OUT PROCUREMENT COMPLIANCE AND VALUE FOR MONEY AUDITS

EXPRESSION OF INTEREST

1. This invitation for expression of interest follows general procurement notice which appeared in the Tanzania Procurement Journal Issue No ISSN:1821-8021 VOL XII – NO 34 Dated Tuesday 20^th August 2019
2. The government of the Tanzania though Ministry of Finance and Planning from development partners towards the coast of the public financial management reform programme for the operation of Public Procurement Regulatory Authority during the financial year 2019/2020. It is intend that part of the proceed of the fund will be used to cover eligible payment under contract for the provision of individual consultancy services for carrying out procurement compliance and value for money audits
3. The government procurement services agency on behalf of the public procurement regulatory authority now invites interested individual consultants to indicate their interest providing the services. The assignment is divided into two lots as indicated hereunder

4. Interested individual consultants must provide information indicating that they are qualified to perform the services by submitting updated CV’s description of similar assignment experience in preparation of standard tender documents and relevant skills

5. are requested to submit your written expression of interest one original detailed CV and two copies of detailed CV in writing by 18th February 2020 hours local time. The detailed CV shall then be enclosed in a single envelope and marked detailed cv for provision of consultancy services for the preparation of procurement implementation tools and manuals and submitted to

6. The opening of CV shall take place immediately after the deadline for submission at the government procurement service agency keko mwanga area, Nyerer Road/Bohari street P.O. Box 9150 Dar es Salaam Tanzania, Administration Block, Room No 11 applying individual consultant are invited to attend the opening ceremony

7. A consultant will be selected in accordance with the procedures set out in the public procurement Act No. 7 of 2011 as amended in 2016 and the public procurement regulation 2013- government notice No. 446 as amended in 2016 (hereinafter called procurement regulations)

8. CV shall be evaluated on the basis of the criteria shown in the terms of reference, only individual consultancy scoring 75% and above shall be engaged(depending on their availability) to carry out the assignment during the financial year 2019/2020 and 2020/2021

9. Prospective individual consultants are required to collect the terms of reference from secretary, Tender Board whose address is indicated on paragraph 5 above during working day(Monday to Friday) between 8:00 am to 3:30 pm

10. Any request for clarification with regard to this assignment shall be addressed to the undersigned not less than seven days before deadline submission. The client shall respond to clarification received within three working days from date of the receipt of query

11. Late expression of interest and detailed CV shall not be accepted for evaluation irrespective of the circumstances
