For Consultancy Services for Establishment of the National Petroleum and Gas Information System (NPGIS).

Call for Expression of Interest

Date: 20th March 2019

1.The Energy and Water Utilities Regulatory (EWURA) has set aside funds for its operations during the financial year 2018/19. It is intended that part of the proceeds will be used to cover eligible payment under the contract for Provision of Consultancy Services for Establishment of the National Petroleum and Gas Information System (NPGIS).

2. The main objectives of this assignment are to;

  • design, develop and install an integrated and centralised information system for Upstream Petroleum Operations, petroleum and natural gas mid and downstream activities;
  • provide hands-on training to PURA and EWURA staff to run and maintain the installed system; and
  • to intergrate the existing systems at EWURA and PURA and provide a room for intergration of future systems.

3. EWURA now invites eligible consultants to indicate their interests in providing the services. The service will include but not limited to design, developing, and installation of the NPGIS. During the period the hired consultants shall be resident at the EWURA’s Offices working on the following assignments-

(a) Design, Development and Installation of the following:

(i) the Consultants shall design, develop and install an NPGIS module, that will enable regulated upstream entities to be able to submit information online or allow the Authority to extract information related to upstream activities for regulation purposes.  The upstream module shall have the following basic capacity to track and maintain-

  • information on licence area, acreage, the name of contractors, types of discovered hydrocarbons, and related matters; and
  • any other information directed by PURA during NPGIS design to be tracked by the NPGIS on day-to-day basis.

(ii). the Consultants shall design, develop and install an NPGIS module, that will enable regulated upstream entities to be able to submit information online or allow the Authority to extract information related to upstream activities for regulation purposes.  The upstream module shall have the following basic capacity to track and maintain-

  • a module capable to capture data natural gas processing facilities, with a possibility of extension to accommodate future processing plants;
  • the modules capable to capture data for processed natural gas charged into transmission system, which include quality and quantity (pressure, temperature, water dew point, calorific value, low/high Heating Value, and flow rate);
  • a module capable to capture the data of distributed natural gas to different customers in the markets i.e. power, industries, Compressed Natural Gas (CNG) and households and generate weekly and monthly reports;
  • provide a module able to aggregate the above data into daily, weekly and monthly for processed, transported and distributed and natural gas; and
  • a module to capture all data for operations of the Upstream Petroleum Industry and generate the variuos reports.

(iii). the Consultant shall design, develop and install NPGIS that will enable regulated entities to be able to submit information online or allow the Authority to extract information related to petroleum mid and downstream activities for regulation purposes.  The system shall enable the regulated petroleum supplier to submit information online or the Authority to extract all information related to Petroleum Operations (CRPO), which shall form part of NPGIS, containing at least-

  • forecast of the petroleum demand,
  • information on petroleum importation by type, quantity, price and source;
  • information on the proceedings related to discharge of petroleum from the ship to the petroleum storage depot including the vessel name, product products, discharge duration and any other relevant information;
  • information on petroleum stocks by type and quantity in the possession of the regulated suppliers;
  • information on petroleum sales and use by type, quantity and region;
  • information on petroleum export by type quantity, consignee and destination/transit;
  • information on petroleum products produced from refinery by type and quantity;
  • information relating to petroleum products in transit by type, quantity, handling agent, consignee and destination;
  • features to integrate the existing Authority systems applied by the Authority and have a provision for future integration with other systems;
  • all relevant information on petroleum regulated suppliers including licenses, shareholders and top management, office locations and details of related petroleum operations and petroleum installations; and Provide a module able to aggregate the above data into daily

(iv). installation of NPGIS will be to various institutions (EWURA, PURA, MoE, MoF, NBS and at least five (5) strategic Government institutions) in Dar es Salaam and Dodoma. Since the information will come from the service providers (in upstream, midstream and downstream petroleum industry), there must be a portal link with them

(b). Capacity building and training are two important activities supporting NPGIS. The Consultant shall-

(i). provide sufficient training on the use of the system, so that data analysis for the Petroleum and Gas Operations, can be carried out in-house, in accordance with best regulatory practices; and

(ii). provide hands-on training to designated officer(s) of the NPGIS users and regulated service providers

(c). User’s Support: Since the assignment is new to the Client, the Consultants should accommodate reasonable changes after user’s experiences within the support period of twelve months after launching NPGIS.   

4. Interested consultants must provide information indicating that they are qualified to perform the service by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications. Dully signed Memorandum of Understanding should be attached in the EoI as a proof of such association.

5. For each assignment performed, the consultant shall provide the name and address of the client (s), date(s) of execution, value and financing sources.

6. A consultant will be selected in accordance with the International Competitive Selection (ICS) procedures–Selection and Employment of Consultants as specified in Regulation 254 of the Public Procurement Regulations, 2013 –Government Notice No.446 as amended in 2016 and is open to all Consultants regardless of their nationality as defined in the Regulations

7. Selection will be conducted through Quality and Cost Based selection (QCBS) procedures as specified in the Public Procurement Regulations, 2013.

8. Interested eligible consultants may obtain further information from the office of the Secretary, EWURA Tender Board,10th Floor PSSSF Building, Hazina Street, Dodoma from 8:00 am to 4.30 pm on Mondays to Fridays inclusive except on public holidays.

9. This is not a request for proposals. After review of the letters of interest, shortlist will be prepared, and short-listed firms will be invited to submit their proposals through a letter of invitation including specific Terms of Reference (ToR)

10. Written expression of interest properly filled and enclosed in plain envelopes and clearly marked “Expression of Interest for Tender No. AE/024/2018-19/HQ/C/39 Consultancy Services for Establishment of the National Petroleum and Gas Information System (NPGIS) not to be opened before 11th April 2019 at 2:00 p.m” must be delivered to the Secretary, EWURA Tender Board on the 10th Floor, PSSSF Building, Hazina Street, Dodoma at or before Thursday, 11th April, 2019 at 2.00 p.m. Tenders will be opened promptly thereafter in public and in the presence of Bidders’ representatives who choose to attend the opening ceremony in the at the Conference Room, Energy and Water Utilities Regulatory Authority located on the 10th Floor, PSSSF Building, Hazina Street, Dodoma.

11.  Late Expression of Interest shall not be accepted for evaluation irrespective of the circumstances.
