The East African Community has received financing from the World Bank toward the cost of the Statistics Development and Harmonisation Regional Project (Stat-DHRP), and intends to apply part of the proceeds toward payments under the contracts for the Developing a Fully Compatible Regional Consumer Price Indices (CPI) software.

To support strengthening of the EAC statistical system and get it to contribute to the community integration objective, the EAC Secretariat has secured a grant from the World Bank to implement a 5-year Project, the EAC Statistics Development and Harmonization Regional Project (EAC/Stat-DHRP).

The objective of this project is to strengthen the capacity of the National Statistical Offices of the EAC Partner States and the EAC Secretariat to produce comparable harmonized and quality statistics in support of the regional integration and development.

The activities of the project focus on the following: National Accounts statistics; Consumer Price Index statistics; Poverty statistics; External Sector statistics; Agriculture, Food and Nutrition Statistics; Government Finance Statistics; Monetary and Finance Statistics; and Communication and advocacy system.

The consumer price index (CPI) is one of the areas that Partner States have been developing and as a result producing the monthly inflation numbers and other related information.

For production of regional indicator of this area, EAC has expressed the need of putting in place a fully compatible regional Consumer Price Index software.

Overall objectives of the assignment:

The overall objective of the assignment is to develop a fully compatible regional Consumer Price Index software to support implementation of the EAC HCPI regulations

Specific objectives of the assignment

The Specific objectives of the assignment are to:

  1. Review the CPI data treatment software in Partner States and assess their compatibility;
  2. Report on the prevailing incompatibilities in the Software used by Partner States; and
  3. Develop and install a fully compatible web-based regional Consumer Price Indices software in Partner States and EAC Secretariat that will introduce the use of mobile phone/tablet technology in the price collection, validation, transmission, compilation and dissemination of Consumer Price Indices (CPI) and other related price surveys.

The EAC Stat-DHRP now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows:

  1. Core business of the firm and not less than 5 years in business.
  2. Experience of similar assignments.
  3. Experience of having worked in an environment similar to that of EAC
  4. The technical and managerial capability of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
