TENDER NOTIFICATION FOR DEVELOPMENT OF LSF PARALEGAL APP FOR PROVISION OF LEGAL AID SERVICE

THE ORGANIZATION

LSF represented by the chief executive officer is registered NGO with registration no 00NGO/R2/00011. LSF strive to increase access to justice for all in particular for women through a legal empowerment approach LSF its funding on equal opportunity basis to organization which promote, provide or support legal and paralegal service and work towards empowerment for poor women and children and men

BACKGROUND
The LSF have been promoting innovation both in technology and programme implementation through its partners in this process the LSF has supported development and number of initiatives such as partners legal app website toll free centre’s and the like. Furthermore LSF has allocated in every partners budget and certain percentage known as innovation fund to support revolution in the LSF Castor. LSF core function in grants making is to enable provision of legal aid and education to the communities through its implementation partners however following COVID- 19 pandemic LSF see need to expand the normal traditional means of providing legal aid services with advanced solutions that embrace the use of technology
LSF envision to create design and manage a state of the art legal aid application that will offer online legal aid service connecting individuals with nearby paralegal of legal aid provides connect paralegal and share experience, offer e-learning platform for paralegal accommodate integration of reporting option with other system in place and provide customized reports to be used for informed decision making on accessing Justice for all Tanzania

OBJECTIVE
Overall objective of this assignment is to develop a legal aid application to e available on mobile phones, web-based and other option to expand provision of legal aid service and knowledge sharing to the community through evidence –based online solution

Specific objective

  • To enable communities to access legal information at their convenience(self access to legal education and information)
  • To use technology to link clients with legal aid provides including paralegals and other justice actors so as to facilitate a referral and linkage system
  • To help identify advocacy issues sat the gross and higher levels that will lead to changes in law and policies
  • To develop an e-leering platform for capacity building and knowledge sharing that can be used by 22 paralegals legal aid providers and other interested parties
