REQUEST FOR EXPRESSION OF INTEREST

CONSULTANCY SERVICES TO PROVIDE VARIOUS TECHNICAL SUPPORT TO TANZANIA NATIONAL BUSINESS COUNCIL SECRETARIAT
Date: March 2019
- The Government of the United Republic of Tanzania has set aside funds for the operation of the Tanzania National Business Council during the financial year 2018/2019. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the provision of consultancy services to provide various technical support to TNBC Secretariat
- The Tanzania National Business Council now invites eligible consultants to indicate their interest in providing the services which include:
a) Promoting TNBC as a Think Tank for solutions to the existing challenges in supporting the government efforts in realization of national development agenda’s.
b) Facilitate in the preparation of various technical and analytical reports
c) Facilitating evidence-based dialogues at all levels by linking and networking with research institutions
d) Guiding TNBC stakeholders in expanding the scope of partnership/cooperation in implementing the national agenda’s especially with stakeholders from SME sector at the regional and district level
e) Advise on the implementation of the participatory and Integrated Monitoring and Evaluation Framework of the dialogue agenda/activities
f) Facilitating TNBC working groups and PPD Groups in preparing key performance indicators for monitoring implementation effectiveness at sectoral and national level
g) Facilitating effective technical discussions and dialogues between government and private sector at District and Regional level to unlock Tanzania’s economic growth potential
h) Support in building human capacity of its Councils, Executive Committee , Secretariat and the working groups for enhanced efficiency and effectiveness of labour
i) Enhancing TNBC human resource capacity especially in areas of policy development and analysis, report writing, investment, entrepreneurship and business development, and negotiations for sustainable and measurable economic growth
j) Enhancing the relevance of TNBC’s PPD in the current national agenda’s and address the interests of TNBC stakeholders
k) Position TNBC’s PPD to the National Development Agenda by ensuring that it is implemented with vision, priority and focus, consistency, coordination and discipline of action
l) Facilitating production of working groups policy briefs on national industrialization agenda
m) Facilitating the establishment/setting-up of an industrialization information hub for easy monitoring and communication with regional centres/nodes/hubs in order to propagate the agenda.
3. Interested consultants must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.
4. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446 (hereinafter called Procurement Regulations).
5. Selection will be conducted through the Consultants Qualification” or “individual” selection procedures specified in the Public Procurement Regulations.
6. Interested eligible consultants may obtain further information from the office of the Secretary of the Tender Board, Tanzania National Business Council, 14 Jamhuri Street, P.O. Box 3478, 11470 Dar es Salaam from 0900 hours to 1500 hours on Monday to Friday inclusive except on public holidays.
7. One original and two copies of written Expression of Interest (EoI) must be delivered in sealed plain envelopes to the address below on or before 8th April, 2019 by 1100 hours Tanzania Time. The envelop shall be clearly marked: Consultancy services to provide various technical support to TNBC Secretariat; Tender No. PA/142/2018-2019/C/01.
8. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
