CONSULTANCY SERVICES FOR CARRYING OUT ENVIRONMENTAL IMPACT ASSESSMENT FOR CONSTRUCTION OF NATURAL GAS TRANSMISSION PIPELINE FROM TEGETA TO BAGAMOYO

Expression of Interest

This invitation for Expression of Interest follows the General Procurement Notice (GPN) which appeared in the Daily News, Issue No. 12,401 dated 31st  May, 2019.

Tanzania Petroleum Development Corporation (TPDC) has set aside funds for its operations during the Financial  year 2019/20. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for carrying out Environmental Impact Assessment for Construction of Natural Gas Transmission Pipeline from Tegeta to Bagamoyo.

TPDC now invites eligible consulting firms legally registered to indicate their interest in providing the services which include but not limited to the following tasks:

  • Facilitation of the registration of the proposed projects with the NEMC by submitting an application form for EIA certificate .
  • Determine the scope of the investigation by setting boundaries of the study and identification of potentially significant environmental impacts result from transmission of natural gas from Tegeta to Bagamoyo.
  • Carrying out Environmental and Social Impact Assessment based on the results of the scoping exercise and includes (but not limited to) investigation of transmission of natural gas, stakeholder consultations, literature review and field work.
  • Review of the results by submitting the Environmental Impact Statement (EIS) to NEMC to be reviewed by a cross-sectoral Technical Advisory Committee (TAC)
  • Facilitate and accelerate the process by appraising and advising on NEMC procedures, where relevant.
  • Incorporation of TAC comments by making corrections and improvements of the draft EIS according to the comments and recommendations raised. vii. Submission and follow up of the final EIS to the NEMC for final scrutiny.

The time line for the consultancy assignment is four (4) months.

interested consulting firms shall provide information indicating that they are qualified to perform the services by submitting:

  • Consulting f1rm’s profile;
  • Consulting firm’s valid registration with relevant bodies such as but not limited to NEMC registration as EIA Expert (Firm and Not individuals expert , Certificate of Incorporation from BRELA, Tax Certificates (TIN and VAT) and Valid Business license from Municipal/City Council;
  • Description of experience in carrying out similar five projects of Environmental and Social impact Assessment projects for the past 5 years;
  • Availability of appropriate skills among key personnel who will have the role of Lead Environmental Specialist, Engineer, Sociologist and copies of relevant qualifications should be attached;

Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 201 1, Public Procurement Regulations, 2013 Government Notice No. 446 with its amendments of 2016.

Selection will be conducted through the Quality and Cost based selection procedures specified in the Public Procurement Regulations.

This is not a request for proposals. After a review of the expression of interest. a shortlist will be prepared and shortlisted consultants will be invited to submit their proposals through a letter of invitation including specific terms of reference.

Expressions of Interest (Eol) must be delivered to the address below in a sealed envelope by hand or courier at or before 11:00 hours on Thursday, 26th  September, 2019. The envelope outer cover shall be clearly marked “TENDER NO: PA/031/2019-20/N/21 CONSULTANCY SERVICES FOR CARRYING OUT ENVIRONMENTAL IMPACT ASSESSMENT FOR CONSTRUCTION OF NATURAL GAS TRANSMISSION PIPELINE FROM TEGETA TO BAGAMOYO” Not to be opened before 11:00 hours on Thursday. 26th  September, 2019.

Deadline for submission of Expressions of Interest shall be on Thursday, 26th September, 2019 at 1 1:00 hours local time. Expression of Interest will be opened promptly thereafter and in the presence of tenderers representatives who choose to attend opening ceremony at Benjamin William  Mkapa Pension Towers, Tower’A’, Azikiwe/Jamhuri Streets, TPDC Boardroom, 10th floor, room number 106.

Late Expressions of Interest, Electronic Expressions of Interest, Expressions of Interest not received, Expressions of Interest not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
