INVITATION FOR TENDERS

For
”Construction of Toilet Blocks in Selected Schools and Public Places or Commercial Buildings in Mwanza City”
This invitation for Tenders follows the general procurement notice for this project that appeared In OfficialJournal of the European Union (OJEU) and Tanzania Daily News, both of 5th June 2015.
Mwanza Urban Water Supply and Sanitation Authority (MWAUWASA) through the Government of The United Republic of Tanzania has received loans from the European Investment Bank (EIB) and Agency Francaise de Development (AFD) toward the cost of the Water Supply, Wastewater and Sanitation in Mwanza City, and it intends to apply part of the proceeds of these loans for payments under the Contract No. AE/042/20152016/w/05b for “Sanitation in Selected Schools and Public Places or Commercial Buildings in Mwanza City” under the Short-Term Investment Plan (STIP).
MWAUWASA now invites sealed Tenders from eligible Contractors and/or firms registered as CLASS FIVE (5) and above to carry out the Project Works as described below:
(1) Tender No. AE/042/2015-2016/WIOSb-Lot 1 for Construction of Toilet Blocks in Selected Schools and Public Places or Commercial Buildings in Mwanza City Council; that comprising of,
- Construction of ToiIet blocks with the associated water supply and foul water drainage facilities for twelve (12) selected primary schools.
- Construction of ToiIet blocks with the associated water supply and foul water drainage facilities for two (2) selected public places or commercial buildings.
(ii) Tender No. AE/042/2015-2016/W/05b-Lot 2 for Construction of ToiIet Blocks in Selected Schools and Public Places or Commercial Buildings in llemela Municipal Council; that comprising of,
- Construction of ToiIet blocks with the associated water supply and foul water drainage facilities for twelve (12) selected primary schools.
- Construction of ToiIet blocks with the associated water supply and foul water drainage facilities for two (2) selected public places or commercial buildings.
Tenderers may tender for more than one Lot but no Contractor will be awarded more than one Lot and if a Contractor has given the lowest evaluated tender on both Lots he will be awarded his preferred Lot
Tendering will be conducted through the National Competitive Tendering (NCT) procedures specified in the Public Procurement Regulations, 2013 Government Notice No. 446, and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.
Interested eligible Contractors and/or firms may obtain further information and inspect the Tender documents from the Office of the Secretary of Tender Board, MWAUWASA Head Office, Balewa Road, Maji House, Wing 48 PMU Office, P.O. Box 317 MWANZA. Email addresses; [email protected] or [email protected] from Tuesday, 20th August 2019 on weekdays between oaoorirs to 1630 hours (local time) except on public holidays.
A complete set of the Tender documents in English for each lot may be purchased by interested Tenderers on the submission of a written application to the address and e-mail addresses given under paragraph 6 above and upon payments of a non-refundable fee of TZS. 150,000 (Tanzania Shillings One Hundred Fifty1housand Only). The method of payment should be by direct deposit through using generated control number by Employer to CRDB or NMB Bank. The documents will be sent by e-mail. airmail services or courier services. In case of airmail or courier services, all cost of documents delivery will be incurred by the Tenderer. Note that MWAUWASA will not be held responsible and accountable for any late delivery or non-receipt of the Tender documents.
All eligible Contractors and/or firms are required to avail at MWAUWASA Head Office, Maji House, Balewa Road on Tuesday, 3″ September, 2019 at 0900hrs for a Pre-Tendering Meeting and thereafter a Site Visit.
All completed Tenders in One (1) Original! plus three (3) Copies properly filled in and enclosed in a sealed plain envelop clearly marked ”Tender Number and Tender Name as per clause 3 (i) & (ii) above and a statement below the address reading Not to be Opened before the Tender Submission deadline on Friday, 20th September, 2019’must be delivered to the address below;

Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ Representatives who may choose to attend in the opening ceremony at MWAUWASA Head Office, 1st Floor, 1A-Board room. Mali House situated at Isamilo Area, Balewa Road on Friday, 20th September, 2019 at 10: 00 PM: (Local time).
All Tenders must be accompanied by a Tender Security of TZS. 20,000,000.00 (Tanzania Shillings Twenty Million Only) In the form of Bank Guarantee.
Late submitted Tenders, Portion of Tenders, Electronic Tenders, Tenders not received. and Tenders not opened and not read out In public at the Tender Opening Ceremony shall not be accepted for evaluation Irrespective of the circumstances.
