Construction of Simplified Sewerage Systems in Four (43gb up Areas (lgogo-Sahara, Kabuholo, Isamilo and Ibungiro)

1.This invitation for Tenders follows the general procurement notice for this project that appeared in Official Journal of the European Union (OJEU) and Daily News, both of 5th June, 2015.
2. Mwanza Urban Water Supply and Sanitation Authority (MWAUWASA) through the Government of The United Republic of Tanzania has received loans from the European Investment Bank (EIB) and Agence Francaise de Development (AFD) toward the cost of the Water Supply, Wastewater and Sanitation in Mwanza City, and it intends to apply part of the proceeds of these loans for payments under the Contract No. AE/042/20152016/W/05a-Lot 1 for “Construction of Simplified Sewerage Systems in Four (4) Scale up Areas (lgogo-Sahara, Kabuholo, Isamilo and Ibungiro)” under the ShortTerm Investment Plan (STIP).
3. MWAUWASA) now invites sealed Tenders from eligible Contractors and/or firms registered as CLASS FOUR (4) and above to carry out the Project Works that involve:
- Preparation of Bedding on Areas with round Depression.
- Installation of Main and Lateral Sewer Pipes
- installation of Junction Branches and Pipe Supports
- Construction of Inspection/Collection Chambers
- Installation of House Connection Pipes.
- Construction of House Connection Chambers.
- Upgrading of the house holds’ Toilet Facilities.
4. Tendering will be conducted through the National Competitive Tendering (NCT) specified in the Public Procurement Regulations, 2013 Government Notice No. 446 which is read together with Public Procurement (Amendment) Regulations, 2016 Government Notice No. 333 and is open to all Tenderers as def1ned in the Regulations unless otherwise stated in the Tender Data Sheet.
5. Interested eligible Contractors and/or firms may obtain further information and inspect the Tender documents from the Office of Secretary of Tender Board, MWAUWASA Head Office, Balewa Road, Maji House, 4th Floor, Wing 43 PMU Office, P. O. Box 317, MWANZA. E-mail addresses: [email protected] or [email protected] from Tuesday, 17th September 2019 on weekdays between 08:00hrs to 16:30 hours (local time), except on public holidays.
6. A complete set of the Tender documents in English for each lot may be purchased by interested Tenderers on the submission of a written application to the address and e-mail addresses given under paragraph 5 above and upon payments of a non-refundable fee of TZS. 150,000 (Tanzania Shillings One Hundred Fifty Thousand Only). The method of payment should be by direct deposit through generated control number by Employer either to CRDB or NMB Bank. The documents will be sent by e-mail, airmail services or courier services. in case of airmail or courier services, all cost of documents delivery will be incurred by the Tenderer. Note that MWAUWASA will not be held responsible and accountable for any late delivery or non-receipt of the Tender documents.
7. All eligible Contractors and/or firms are required to avail at MWAUWASA Head Office, Maji House, Balewa Road on Thursday, 26th September, 2019 at 0900hrs for a Pre-Tendering Meeting and thereafter a Site Visit.
8. All Tenders must be accompanied by a Tender Security of TZS. 20,000,000.00 (Tanzania Shillings Twenty Million Only) in the form of Bank Guarantee.
9. All completed Tenders in One (1) Original plus three (3) Copies properly filled in and enclosed in a sealed plain envelop clearly marked “Tender No. AE/042/201 5-2016/ W/05a-Lot 1 for ”Construction of Simplified Sewerage Systems in Four (4) Areas (lgogo-Sahara, Kabuholo, Isamilo and lbungiro)” and a statement below the address reading ”Not to be Opened before the Tender Submission deadline on Wednesday, 16th October, 2019 at 10:00 hrs (Local time) must be delivered to the address below;

10. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ Representatives who may choose to attend in the opening ceremony at MWAUWASA Head Office, 1st Floor, 1A-Board room, Maji House situated at Isamilo Area, Balewa Road on Wednesday, 16th October, 2019 at 10:00hrs (Local time).
11. Late submitted Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, and Tenders not opened and not read out in public at the Tenders Opening Ceremony shall not be accepted for evaluation irrespective of the circumstances
