FINANCIAL SECTOR DEEPENING TRUST

REQUEST FOR PROPOSAL FOR MARKET ENGAGEMENT SERVICES FOR THE FINANCIAL SERVICES REGISTRY

INTRODUCTION

The Financial Sector Deepening Trust (FSDT) was incorporated in Tanzania 0n 1st July 2004. The FSDT’ 8 overall aim is to make a contribution to All Tanzanians to (derive value) from regular use of Financial services which are delivered with dignity and fairness FSDT’s objective are:

  • Advocating for an improved policy, institutional, legal and regulatory framework at national and sub-national levels of financial services
  • Promoting mom relevant market infrastructure and ways to reduce transaction costs between FSPs and potential clients
  • Stimulating improved access to financial products and services that respond to the needs of MSMEs ,
  • Stimulating improved access to financial products and services that respond to the needs of households and individual.

BACKGROUND

In alignment with the national financial inclusion agenda under the National F manual Inclusion Framework (NFIF) 20182022 the Financial Services Registry (FSR) 15 being established. The FSR 1s a dynamic system that will increase accessibility of data and up-to date information on financial access points in Tanzania the system will:

  • provide a sustainable mechanism to capture and stone information
  • provide a set of analytic tools to utilize the data for decision making across policy makers and financial service providers

As such the system will drive evidence based decision making 1n improving access to financial services in both private and public sectors.

OBJECTIVE 0F ASSIGNMENT AND RESPONSIBILITIES OF THE CONSULTANT

FSDT on behalf of the system owner is seeking to recruit an experienced consultant that will deliver towards the objective of this assignment: to develop information, education and communication (IEC) materials and a consumer sensitization campaign in order to raise awareness and adoption of the Financial Service Registry.

The specific objectives are:

1.Raise awareness of FSR mass registration including developing a consistent cross-industry brand ‘

2.To develop series of consumer and user awareness materials in order to help build consumer’s confidence in the FSR and to raise awareness about its use, significance, benefits. The consumer awareness material package should include: animations, radio scripts for both a national and local community audience, printed materials including brochures and leaflets, tailored for the above mentioned beneficiary and user groups The consultant will be responsible for supporting the Technical Committee of the Financial Services Registry in overseeing the implementation of the above-mentioned activities.

CONTRACT PERIOD

The contact will be initially for 10 months upon contract signing.
