REQUEST FOR INTEREST

The Revolutionary Government of Zanzibar has received fintmeing from the International Fund for Agricultural Development (IFAD) towards the cost of the Agncultural and Fisheries Development program (AFDP) and intends apply’ part of the proceeds for the post of Programme Coordinator, MAE and Knowledge Management Officer, Finance Officer and Procurement Officer. The objective of this consultancy provide full time technical support to the AFDP Praramme Coordination Unis (PCU) for Zanzibar on preparation, implementation, monitoring and reporting of all activities under Component C.3.2. of the Programme relating to Programme management, coordination, monitoring and evaluation (MAE). The Programme Coordination Unit (PCU), Zanzibar, will be responsible to the Principal Secretary, Ministry of Blue Economy and Fisheries, Zanzibar.

1. PROGRAMME COORDINATOR

Under the authority of the Principal Secretary, the Zanzibar Programme  Coordinator will be in charge of the management of Agricultural and Fisheries Development Programme’s daily activates so cording to the financing agreement signed between the Government of Tanzania and IFAD. He/she will comply with and implement all documented agreements in relation to the management of the programma aide memoirs. back to office report, audit report, evaluation reports. midterm review reports, and completion report).

Main Duties and Reaponelbilities

The following will be the duties and responsibilities of the Programme Coordinator for the Zanzibar Programme Coordination Unit;

  • To Consolidate AFDP’s Annual Work Plana and Budgets and submit that to the Technical Advisory Committee
  • (TAC),;Programme Steering Committee (PSC) and IFAD for approval:
  • (ii) To Function a8 the Secretariat for Programme Strewing
  • Committee (PSC);

(iii) To manage and consolidate Annual Reviews and any other required project reports (Annual, Semi-Annual and Quarterly -Progress reports).

      Vi ) To Follow up day to day implementation activities of the Programme:

Production, Animal sciences, Project management Agricultural Economics, Agribusiness, Business Administration, Economics, Rural Development or any other relevant field.

Experience:

Minimum of 5 years work experience in different development pragramme, preferably in high performing Public Institution or regional and international organization.

Duration:

6 years’ performance based contract with s 6 months’ probation period.

2. MONITORING, EVALUATION AND KNOWLEDGE MANAGEMENT

OFFICER:

Main Duties and Responsibilities

The following are the duties and responsibilities of the Monitoring, Evaluation

and Knowledge’s Management Officer,

 (v) To Advise the Technical Advisory Committee and the Programme Steering Committee on all matters related to the programme including implementation of best delivery methodologies for the programme:

  • (vi)To Organize quarterly meetings to review periodic progress of the program implementation.
  • Qualifications:

A candidate must have a Master’s Degree from recognized Institution in areas related to Fisheries, Mari culture, Agriculture, Animal i) To oversee the implementation of the program’s strategic direction and associated plans in order to ensure a systematic and a continuous program implementation and management process, including areas of improvement and knowledge sharing;

(ii) To develop the overall framework for an M&E system as to Measure and/or assess progress in terms of inputs. outputs, outcomes and impact, taking into account the programme’s:

Log frame, Theory of Change, and broader programme Management requirements (Government ASDP II monitoring requirements and IFAD RIMS indicators):

(vi) To ensure that all service provider contracts include specification for the mealtime monitoring required of them, the reporting system and the penalties for failure to report are specified and addressed:

(vii) To monitor financial and physical progress; collate essential data to be included in quarterly, semi-annual and annual reports; and report back to the PCU, other key program-me stakeholders and

GOTAFAD (re review and update regularity the programmer’s Log frame:

1x) To define participatory methodologies and tools for assessing the programmers performance and outcome levels involving stakeholder;

(X) To guide and supervise organizations attractant to implement baseline and impact assessment studies:

(xi) To facilitate the programme’s annual review workshops, including Midterm and Completion review processes;

(xii) To oversea the development of the annual work plans and associated budgetary processes;

(xiii)To ensure that innovative experience, leaning and beat practices are captured, synthesized, documented and shared

continuously within the program-me, at the country, regional and global level, respectively;

(xiv) To Ensure than implementation of gander mainstreaming and action plan in the project and monitor the achievements of its targets.

Qualifications: A candidate must have s Minimum Master’s degree in

Monitoring and Evaluation, Statistics or any other relevant field.

Experience: Minimum of 5 years work experience in different development

program-me, preferably in high performing Public Institution or regional and international organization.

Duration: 6 years performance based contract with a 6 months’ probation period.

Duty Station: Zanzibar

3. FINANCE OFFICER

Main Duties and Responsibilities

The following are duties and responsibilities of the Finance Officer:

(i) To prepare and implement appropriate accounting/reporting system go as to ensure that the P CU and especially the

Program-me Coordinator are regularly informed about on-going

financial statuary and transactions:

(ii) To follow up on preparations of source documents, payments vouchers, journal vouchers;

(iii) Ensure chronological filing of documents with adequate cross references to ensure ease of retrieval and processing;

(iv) Follow up of accounts, their maintenance, and a detailed log of

accounts transactions;

(v) Ensure timidity capture of program-me in the Government budget

as required by the Government budgeting processes and

calendars;

(vi) Communicate to all implementing partner institutions and services providers their financial responsibilities, the funds available and how to access these funds. These include requirements. of reporting and record keeping in accordance with prevailing government practices which are acceptable two IFAD:

(vii) Ensure that all program-me funds are used in accordance with conditions of the financing agreements, with due station to economy and efficiency and only for the purposes for which the

funds were provided;

(viii)Ensure that all necessary supporting documents, records and so counts are kept in respect to all program activities, with clear linkages between the accounts books and financial statements Presented to the financiers:

(ix) Ensure that designated account and operational accountant are maintained in accordance with the provisions of the financing agreement and in accordance with the financier’s rules and procedures;

(X) To contribute to the preparation/ revision of the program-me implementation and Financial documentation;

(xi) To ensure that the programme’s financial procedures are detailed in the program-me implementation and financial

documentation: and that these are strictly adhered to by all program-me staff and executing agencies at the national and

local levels;

(xii) To ensure that the financial statement are prepared in accordance with International Public Sector Accounting

Standards  adopted in Tanzania;

(Xiii)To liaise with internal auditors on auditing of the Program-me accounts in accordance with the required procedure and submission date by bath the Government and IFAD.

: (xiv) To Liaise with the designated Program-me Accountants from the complimenting institutions to ensure that SOEs are prepared in timely manner and forwarded to IFAD;

(Xv) To process the required documentation and a follow-up on financial disbursement from the Government and IFAD so as to ensure that such financial disbursements are not delayed.

Qualifications:

 A candidate must have a Minimum Bachelor degree in Finance or any other relevant field.

 Experience:

 Minimum of S years work experience in different development program-me, preferably in high performing Public Institution or Regional and International organization.

 Duration: 6 years’ performance based contract with a 6 months’ probation period.

Duty Station: Zanzibar

 PROCUREMENT OFFICER

Main Duties and Responsibilities

(i) To undertake a dear Procurement Risk Matrix assessments;

(it) To prepare procurement related sections of Program Ma Concept

Note and Program Me Design Reports including the Integrated Risk Framework, the Program Me Implementation Manual, The18-month Procurement Plan, Financing Agreement and Latter

to the Borrower.

 (iii) To review and /or clear procurement activities and process requiring IFAD’s prior review and advise CDe/CPMs accordingly regarding issuance of NOs:

iv) To undertake or clear program-me procurement reviews;

v) To provide inputs to procurement issues in supervision missions support procurement training and capacity building;

(Vii) To undertake portfolio-wide analysis of procurement performance trends and risks.

In addition, the Program Me Coordinator, Finance and Procurement Officers for required to have:

i} Good communication and interpersonal skills;

Ready to work with project’s implementing partners

(ii) Excellent analytical and problem solving liabilities;

iii) Team management and leadership skills;

‘v) Ability to meet deadline even under difficult condition and

(Vi)Good understanding of legal. administrative and operational standards and procedures in the Tanzania context.

Agncultural and Fisheries Development program (AFDP) and intends 0 apply’

part of the proceeds for the post of Programme Coordinator, MAE and Knowledge:

Management Officer, Finance Officer and Procurement Officer.

The objective of this consultancy if provide full time technical support to the AFDP

Praramme Coordination Unis (PCU) for Zanzibar on preparation, implementation,

monitoring and reporting of all activities under Component C.3.2. of the Programme:

responsibilities of the Programme relating to Programme management, coordination, monitoring and evaluation (MAE).

The Programme Coordination Unit (PCU), Zanzibar, will be responsible to the

Principal Secretary, Ministry of Blue Economy and Fisheries, Zanzibar.

1. PROGRAMME COORDINATOR

Under the authority of the Principal Secretary, the Zanzibar Programme Coordinator will be in charge of the management of Agricultural and Fisheries:

signed between the Government of Tanzania and IFAD. He/she will comply with and implement all documented agreements in relation to the management of the programma  aide memoirs. back to office report, audit report, evaluation reports. midterm review reports, and completion report).

Main Duties and Responsibilities

The following will be the duties and:

Coordinator for the Zanzibar Programme Coordination Unit;

(i) To Consolidate AFDP’s Annual Work Plana and Budgets and submit then to the Technical Advisory Committee (TAC),  Programme Steering Committee (PSC) and IFAD for approval:

(ii) To Function a8 the Secretariat for Programme Strewing Committee (PSC)

(iii) To manage and consolidate Annual Reviews and any other required project reports  (Annual, Semi-Annual and Quarterly  Progress reports).

(iv)To Follow up day to day implementation activities of the Programme:

(v) To Advise the Technical Advisory Committee and the Programme Steering Committee on all matters related to the programme including implementation of best delivery methodologies for the programme:

(vi)To Organize quarterly meetings to review periodic progress of the program implementation.

Qualifications:

A candidate must have a Master’s Degree form recognized Institution in areas related to Fisheries, Mari culture, Agriculture,

Animal Production, Animal sciences, Project management Agricultural Economics, Agribusiness, Business Administration, Economics, Rural Development or any other relevant field. :

Experience:

Minimum of 5 years work experience in different development pragramme, preferably in high performing Public Institution or regional and international organization. ;

Duration:

 6 years’ performance based contract with s 6 months’ probation period.

2. MONITORING, EVALUATION AND KNOWLEDGE MANAGEMENT

OFFICER:

Main Duties and Responsibilities

The following are the duties and responsibilities of the Monitoring, Evaluation

and Knowledge’s Management Officer, 3

(i) To oversee the implementation of the program’s strategic;

direction and associated plans in order to ensure a systematic and a continuous program implementation and management process, including areas of improvement and knowledge sharing;

(ii) To develop the overall framework for an M&E system as to measure and/or assess progress in terms of inputs. outputs, outcomes and impact, taking into account the programme’s

Log frame, Theory of Change, and broader programme Management requirements (Government ASDP II monitoring requirements and IFAD RIMS indicators):

(iii) Develop management information system (MIS) which defines the key indicators, data formats, sex and youth disaggregation, ‘and the tecta procures and responsibilities for data collection, transmission, processing and reporting;

(iv) Supported by a short-term consultant establish and operationalize away-based M&E/MIS system, with s dashboard that offers real time data input and availability(v)  To train Program-me staff and implementing partners in the M&E requirements; supervise and provide regular support to M&E activities at all level a; and provide coaching and mentoring. to build knowledge management, M&E. communication and other relevant skills ad competencies of program-me and partnering staff,

(vi) To ensure that all service provider contracts include specification for the mealtime monitoring required of them, the reporting system and the penalties for failure to report are specified and addressed:

(vii) To monitor financial and physical progress; collate essential data to be included in quarterly, semi-annual and annual reports; and report back to the PCU, other key program-me stakeholders and

GOTAFAD (re review and update regularity the programmer’s Log frame:

1x) To define participatory methodologies and tools for assessing the programmers performance and outcome levels involving stakeholder;

(X) To guide and supervise organizations attractant to implement baseline and impact assessment studies:

(xi) To facilitate the programme’s annual review workshops, including Midterm and Completion review processes;

(xii) To oversea the development of the annual work plans and associated budgetary processes;

(xiii)To ensure that innovative experience, leaning and beat practices are captured, synthesized, documented and shared

continuously within the program-me, at the country, regional and global level, respectively;

(xiv) To Ensure than implementation of gander mainstreaming and action plan in the project and monitor the achievements of its targets.

Qualifications: A candidate must have s Minimum Master’s degree in

Monitoring and Evaluation, Statistics or any other relevant field.

Experience: Minimum of 5 years work experience in different development

program-me, preferably in high performing Public Institution or regional and international organization.

Duration: 6 years performance based contract with a 6 months’ probation period.

3. FINANCE OFFICER

Main Duties and Responsibilities

The following are duties and responsibilities of the Finance Officer:

(i) To prepare and implement appropriate accounting/reporting system go as to ensure that the P CU and especially the

Program-me Coordinator are regularly informed about on-going

financial statuary and transactions:

(ii) To follow up on preparations of source documents, payments vouchers, journal vouchers;

(iii) Ensure chronological filing of documents with adequate cross references to ensure ease of retrieval and processing;

(iv) Follow up of accounts, their maintenance, and a detailed log of

accounts transactions;

(v) Ensure timidity capture of program-me in the Government budget

as required by the Government budgeting processes and

calendars;

(vi) Communicate to all implementing partner institutions and services providers their financial responsibilities, the funds available and how to access these funds. These include requirements. of reporting and record keeping in accordance with prevailing government practices which are acceptable two IFAD:

(vii) Ensure that all program-me funds are used in accordance with conditions of the financing agreements, with due station to economy and efficiency and only for the purposes for which the

funds were provided;

(viii)Ensure that all necessary supporting documents, records and so counts are kept in respect to all program activities, with clear linkages between the accounts books and financial statements Presented to the financiers:

(ix) Ensure that designated account and operational accountant are maintained in accordance with the provisions of the financing agreement and in accordance with the financier’s rules and procedures;

(X) To contribute to the preparation/ revision of the program-me implementation and Financial documentation;

(xi) To ensure that the programme’s financial procedures are detailed in the program-me implementation and financial

documentation: and that these are strictly adhered to by all program-me staff and executing agencies at the national and

local levels;

(xii) To ensure that the financial statement are prepared in accordance with International Public Sector Accounting

Standards  adopted in Tanzania;

(Xiii)To liaise with internal auditors on auditing of the Program-me accounts in accordance with the required procedure and submission date by bath the Government and IFAD.

: (xiv) To Liaise with the designated Program-me Accountants from the complimenting institutions to ensure that SOEs are prepared in timely manner and forwarded to IFAD;

(Xv) To process the required documentation and a follow-up on financial disbursement from the Government and IFAD so as to ensure that such financial disbursements are not delayed.

Qualifications:

 A candidate must have a Minimum Bachelor degree in Finance or any other relevant field.

 Experience:

 Minimum of S years work experience in different development program-me, preferably in high performing Public Institution or Regional and International organization.

 PROCUREMENT OFFICER

Main Duties and Responsibilities

(i) To undertake a dear Procurement Risk Matrix assessments;

(it) To prepare procurement related sections of Program Ma Concept

Note and Program Me Design Reports including the Integrated Risk Framework, the Program Me Implementation Manual, The18-month Procurement Plan, Financing Agreement and Latter

to the Borrower.

 (iii) To review and /or clear procurement activities and process requiring IFAD’s prior review and advise CDe/CPMs accordingly regarding issuance of NOs:

iv) To undertake or clear program-me procurement reviews;

v) To provide inputs to procurement issues in supervision missions support procurement training and capacity building;

(Vii) To undertake portfolio-wide analysis of procurement performance trends and risks.

In addition, the Program Me Coordinator, Finance and Procurement Officers for required to have:

i} Good communication and interpersonal skills;

Ready to work with project’s implementing partners

(ii) Excellent analytical and problem solving liabilities;

iii) Team management and leadership skills;

‘v) Ability to meet deadline even under difficult condition and

(Vi)Good understanding of legal. administrative and operational standards and procedures in the Tanzania context.

 Procurement or any other relevant field.
