Project IFAD’S RESPONSE TO COVI D-19 PROJECT IN TANZANIA- RURAL POOR STIMULUS FUND (RPSF)

The United Republic of Tanzania has received financing from the International Fund for Agricultural Development ((FAD) towards the cost of (FAD’S RESPONSE TO COVID-19 PROJECT IN TANZANIA -RURAL POOR STIMULUS FUND (RPSF) and intends to apply part of the agreed amount for this financing to payments under the contract for Consultancy Services for Integrating M-Kilimo with other Digital Extension Systems.

The services included under this project are:

  1. To review potential systems that can be integrated to M-Kilimo,analyse existing data and propose methods of integration.
  2. To design the new system architecture where all Ministry information systems work in sync.
  3. To integrate M-Kilimo system with other Ministry information systems including Pesticide Stock Management System, Seed dealer’s management system, Agricultural Information Dashboard system, Agricultural Routine Data System, Agriculture Trade Management Information System, Agricultural Stakeholders Database, Crop stock Dynamics system, and Fertilizers Information System.
  4. To integrate M-Kilimo with the Metrological Agency information system. This integration is vital to enable easy access to weather and other metrological information.
  5. To integrate M-Kilimo with National Identification Authority Database (NIDA) to enhance the registration and verification of farmers and other stakeholders,
  6. To create a Data Centre environment for hosting the systems. The new environment will incorporate resiliency and disaster recovery measures using virtualization and container technologies to ensure business continuity.
  7. To implement a Single Sign-On feature for user login. Once logged in, users will get access to all the existing systems based on their permissions.
  8. To create an Enterprise Service Bus(ESB)for facilitating connection to other third-party stakeholders such as Telecoms, Banks, Insurance companies.
  9. Develop new rich reports which present information from data sets cutting across different systems.

The Ministry of Agriculture now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Rules and Procedures for the use of Consultantsdated October 2015, which is available on the Bank’s website at http://www.afdb.org.
