The Tanzania Ports Authority has secured credit from the World Bank towards the cost of Dar es Salaam GATEWAY MARITIME PROJECT and intend to apply part of the proceeds for consulting services
The consulting services include preparation of full environmental and social impact assessment (ESIA) and environmental and social monitoring program rehabilitation and strengthening of berths 8-11 of Dar es Salaam port
The ESIA should give a detailed analyst of social economic and environmental impact the rehabilitation is likely to cause and suggest alternative and specification measures in order to select the best option from the technical economic and environmental point of view
The specification objectives of the consultancy services have been detailed to the TOR which can be accessed through TPS website https://www.ports.go.tz/index.php/en/tpa-media/procurements/current-tenders
These are two comprehensive environmental and social impact assessment studies that has been undertaken for the initial capital works proposed in the project and to guide the preparation of the subsequent ESMPs. The ESIA studies that have been conducted are for
- Dredging of the entrance channel and port turning basin at Dar es Salaam Port
- Environmental and social impact assessment and a
Resettlement action plan for the Dar es Salaam maritime gateway program
The TPA now invites eligible consulting firms (consultants) to express their interest in providing the services. Interested consultancy should provide information demonstrating that they have required qualification and relevant experience to perform the services consultants should indicate their core business and years in business. The shortlisting criteria are
- The consultant should be in related business for at least ten years
- The consultant must have undertaken at least 2 environmental social impact assessment assignments related to construction or modernization of ports or related marine structure
- The firm should have manage 2 contractors at least 300,000 USD in the 5 years
- The firm should indicate availability of technical staff for the assignment who should include
- Environmental specialist( team leader)
- Social specialist
- Marine biologist
- Port(mechanical/civil) engineer
- Dredging specialist and assistant dredging specialist
NOTE: Key expert will not be evaluated at the shortlisting stage
The attention of interest consultancy is drawn to paraghraph1.9 of the World Bank guideline selection and employment of consultancy (under IBRD Loans and IDA Credits & Grants) by World Bank borrowed July 2014( consultant guidelines) setting forth the world bank policy on conflict of interest
Consultancy may associate with other firms in the form of joint venture or sub consultancy to enhance their qualification (firms in association should indicate their lead JV Partner or Sub-consultancy
A consultant will be selected in accordance with the quality and cost bases selection method set out in the consultant guidelines
