RECRUITMENT OF TRUSTEE SERVICES FOR FSD TANZANIA 2022

1. M/s BDO East Africa, Tanzania in association with Breakthrough Attorneys have been appointed as a Procurement Agent by the Financial Sector Deepening Trust Tanzania (FSDT) to manage the recruitment of a Trustee for a five-years period commencing 1″ October 2022. Currently funded by the Bill and Melinda Gates Foundation, the objective of the trust is to support development of the financial sector in a way that contributes to strengthening livelihoods and reducing poverty. The current strategic focus for 2022-2026 is on poverty reduction through improved well-being, livelihoods and empowerment for women and youth.

2. The Trustee is fully accountable under the Trustee Incorporation Act (CAP 318 R.E 2002) for the discharge of the charitable trust. The powers and responsibilities of the Trustee are set out in the Trust Deed, the PIC constitution and the Trust Policies and Procedures. Although the Trustee is fully responsible for the strategic direction, financial management and fiduciary oversight, and operations of the Trust, it is mandated to seek technical guidance through a “no objection” of the PIC comprising donor, government and independent members, and to implement the Programme using the services of technical and financial managers. As a result, the role of the trustees is primarily one of oversight, ensuring that the systems and processes necessary to ensure programmatic, operational and financial integrity are followed. The Trustee will appoint two of its employees to act as the registered trustees of the Trust; and will be expected to maintain good donor relationships.

3. Applicants must demonstrate the following skills and experience:

  • Demonstrated expertise in all aspects of financial and risk management, fiduciary and operational oversight.
  • Demonstrated experience in managing donor or international development organization programmes with a committed value of US$30 million or greater, including responsibility for grant management.
  • At least one of the proposed trustees must be a qualified accountant, or a professional attorney or lawyer.
  • Hl At least five years’ experience of the proposed Trustees in managing donor and international development programmes
  • Capacity to put in place professional indemnity insurance of US$5 million.

 4. Expressions of interest (EOI) are sought for the supply of services from qualified providers with a presence in Tanzania, accompanied by a short capability statement of no more than four A4 pages that will include (a) an itemized statement of compliance under each of the skills listed above; and (b) a half page CV for each of the proposed trustees. The total responses must be no more than four A4 pages.
