PROVISION OF TECHNICAL ASSISTANCE TO MWAUWASA FOR THE IMPLEMENTANTION OF LAKE VICTORIA WATER AND SANITATION FOR MWANZA CITY AND NEIGHBOURING AREAS
REQUES FOR EXPRESSION OF INTEREST
- This request for expression of interest follows the MWAUWASA General procurement notice for this project which appeared in www.taneps.go.tz dated 31st August 2019
- The MWAUWASA through the government of the Tanzania receive a loan as additional financing from the French development agency towards the scalling-up implementation of the lake voctoria water sanitation(water supply, wastewater and sanitation for Mwanza city and satellite towns(misungwi, magu and Lamad) MWAUWASA thereof intends to use part of the funds to cover for eligible payments under the contract for the assistance to MWAUWASA for the implementation of lake Victoria water and sanitation for mwanza city and neighboring areas
- This request for expression of interest is open to all firms, thereof the MWAUWASA hereby invites eligible consultants or firms to express their interest in delivering the services as described herein
- The scope of the services to be provided the project management consultant shall be provision of the technical assistance including but not limited to
i. Provision of the technical assistance to MWAUWASA project’s management unit inspect of works scheduling procurement, contract management in liaison with supervision engineers and processing of payment and preparation of reports
ii. Project administration and support for MWAUWASA IN
a) Processing and obtain of approvals and payment for the investment and preparation disbursement request under the EIB/AFD Loans
b) Maintain the overall implementation programme with cash flow forecast, and support the preparation of monitoring committee meetings
iii. Support implementation of environmental and social safeguard plans in fulfillment of the lenders and Tanzania environmental and social safeguard for the investment
iv. Provision of technical services to PMU in its design supervisor, inter alia providing value engineering where possible and
v. Institutional support and training to MWAUWASA PMU in preparing and implementing the investment plans providing on the job training of MWAUWASA PMU Staff
- Eligibility criteria for AFD financing are specified in sub-clause 1.3 of the procurement guideline for AFD Financed contracts in foreign countries available online AFD’S website www.afd.rf or may be requested form the client
- The applicant shall submit only one application either in its name or a member of a joint venture if a applicant (including any JV) submits or participant in more than one application. Those application shall be rejected. However the same sub-consultant may participate in several applicants if the applicants in JV the expression of interest shall include the copy of the JV Agreement entered into by all member or letter of the intends to execute a JV agreement signed by all member together with a copy of the agreement proposed. In the absence of the documents the member will be considered as sub – consultant. Note that experienced and qualification of sub-contract shall not be taken into account in the evaluation of the application
- Interested consultant and or firms must provide information evidencing that they are qualified and experienced for provision of technical assistance for the purpose document evidence such as brochures description of similar assignment carried out in past 8 years experienced in similar condition availability of appropriate managerial and technical skills among staff etc) of recent similar services shall be submitted note each project performed the consultant shall provide
(a) Name and the address of the client
(b) Date Of execution
(c) Names of the lead or associate firms
- The consultant or firms will be selected in accordance with the AFD procurement guidelines on procurement of consulting services and the Tanzania public procurement Act no 7 OF 2011 and Tanzania public procurement regulation GN NO 446 , 2013 of the Public Procurement Act No 7 of 2011 on procedures for the selection and employment of consultancy
- This is not request for proposal after review of the submitted expression of interest MWAUWAS will establish a shortlist with a maximum of 6 consultants and firms that will be invited to submit their proposal’s through letter of invitation, including the terms of reference for carrying out the consultancy services

- The expression of interest one original and 2 copies must be submitted in a sealed envelope Cleary marked Tender No …………………… and OF TECHNICAL ASSISTANCE TO MWAUWASA FOR THE IMPLEMENTANTION OF LAKE VICTORIA WATER AND SANITATION FOR MWANZA CITY AND NEIGHBOURING AREAS and delivered to the address below not later than 5th May 2020

- The expression of interest will be opened promptly there after in public and in the presence of applicants representatives who may choose to attend in the opening ceremony at the MWAUWASA HEAD OFFICE 1ST FLOOR 1A Boardroom Maji House situated at Isamilo Area Balewa road on 5th May 2020 10:00
- Late submission expression of interest, electronic expression of interest not received and not opened an red out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances
