1. This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) Issue No. WB-0P8015674 of 28.11.2021.
2. The Government of the United Republic of Tanzania through the Ministry of Education, Science and Technology (MoEST) has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation Project (HEET) in Tanzania, and intends to apply part of the proceeds for consulting services.
3. The consulting services (‘the Services”) include carrying out the Consultancy Services for undertaking Environmental and ‘Social Impact Assessment (ESIA) for the Proposed Construction of the Students’ Hostel Building, Multimedia and Special Needs Education Building, Science Building and Physics Laboratory Building at Mkwawa University College of Education. The total duration for the entire assignment shall be three (3) months. The estimated level of effort is ninety (90) person days.
4. The detailed Terms of Reference (TOR) for the assignment are available in the following website www.taneps.go.tz and enhance act or can be obtained at the address given below.
5. The Principal of Mkwawa University College of Education now invites eligible consulting firms (Consultants) to indicate ‘their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the Required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
A Core business of the firm and ten (16) years in business
B. Relevant similar experience, which should pacifically include the following;
i. Experience of at least three (3) Environmental Impact Assessment as assignments in the fast five (5) Years and above – Information to be provided should include name of assignments, names and full contact addresses of the Clients, contract value (in equivalent US dollars) and period (dates) of execution of assignments.
ii. Demonstration of experience of work in similar conditions.
C Technical and managerial capability of the firm
The Consultant must provide the structure of the organization, general qualifications and number of Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).
6. Attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Fourth Edition, November 2020 (“Procurement Regulations”), setting forth ‘the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association 1s in the form of a joint venture and/or a sub-consultancy. In the case of a Joint Venture (JV), all the partners the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation matter. The experience, technical & managerial capability of ‘the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or Jv.
8. A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out the Procurement Regulations.

10. Expressions of interest must be delivered in a Witten form to the address below (in person, by fax, or by e-mail) by 3rd October 2022. The firms which wall submit their EQI via e-mail must get confirmation of the receipt of their documents.
