PRE-QUALIFICATION FOR
PRINTING AND SUPPLY OF VARIOUS TEXTBOOKS TENDER NO:
PA/070/2019/2020/G/06 PHASE II for Printing and Supply Standard VI Textbooks for Primary Schools
1. This invitation for pre-qualification follows the General Procurement Notice for this project that appeared in the Public Procurement Regulatory Authority (PPRA) website and TIE website.
2. The Government of Tanzania has set aside funds for the operation of the Tanzania Institute of Education during the financial year 2019-2020. It is intended that part of the fund will be used towards the cost for the Printing and Supply various Textbooks and it intends to apply part of the funds to cover eligible payment under the contract for which this invitation is issued.
3. Applications may be made for pre-qualification for one or more. of the contracts (lots). The Tanzania Institute of Education intends to pre-qualify Applicants for the contracts. Applicants can apply to be pre-qualified for all lots, but an applicant can be contracted for a maximum of one lot. It is expected that invitations to bid will be made in December, 2019.
4. Pre-qualification will be conducted through International Competitive Selection Procurement procedures in the Public Procurement Regulation 52013 and the Public Procurement (Amendment) Regulations, 2016 and is open to all applicants as defined in the Regulations.
5. Interested applicants may obtain further information from and inspect the pre-qualification documents at the address below in para 8 from 09:00 15:00 hours local time (Monday to Friday) exclusive of public holidays.
6. A complete set of pre-qualification Document(s) in English may be purchased by interested Applicants upon submission of a written application to the address given under paragraph 4 above and upon payment of a non-refundable fee of TZS 150,000 (Tanzanian Shillings One Hundred Fifty Thousand only). The method of payment shall be to obtain a bill from Tanzania institute of Education.
7. After obtaining a bill, payment should be made via stated control number appearing on the given bill. Payment may be made to NMB Bank and CRDB Bank (Tanzanian Shillings). Also payment may be made through mobile networks eg; Tigo Pesa, M-Pesa and Airtel Money as well. Applicants are responsible to collect pre-qualification document (5) either in personal or through courier upon presentation of proof of payment.
8. All applications for pre-qualification should be submitted in sealed envelopes, One Original plus Two Copies delivered to the address: Secretary to the Tender Board,
9. Procurement Management Unit, Tanzania Institute of Education, Plot No. 686, New Bagamoyo Road, Mwenge, PO. Box 35094, Dar es Salaam Tanzania Room Number 9 Ground Floor by Monday, 2nd December, 2019 at 11:00 hours, and be clearly marked “Application to Prequalify for “Printing and Supply Various Textbooks”. Applications will be opened promptly thereafter in public and in the presence of Applicants” representatives who choose to attend in the opening at the Tanzania Institute of Education, Mwenge, Dar es Salaam specifically in the Board Room, Ground Floor at the Administration Building.
10. Late Tenders, portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
