GENERAL PROCUREMENT NOTICE

TANZANIA: MNIVATA – NEWALA – MASASI ROAD {160 km) UPGRADING PROJECT

1. The Government of the United Republic of Tanzania has applied for financing from the African Development Bank (AfDB), a loan under African Development Fund (ADF) to finance the upgrading of Mnivata – Newala – Masasi Road (160km) Upgrading Project.

2. The principal objective of this project is to provide efficient road transport access to the

 of Mtvara, the rest of the country as well as neighbouring countries, thereby contributing to poverty reduction and improving living conditions of the people.

3. The project includes the following components

A Road Construction Civil Works and Supervision of Works Ail; Construction Civil Works

This sub-component includes:

(i) Upgrading of Mnivata – Newala – Masasi Road (160 km) to Bitumen standard Lot 1: Mnivata – Mitesa (100km) Road Section;

(ii) Upgrading of Mnivata – Newala – Masasi Road (160 km) to Bitumen standard Lot 2: Mitesa – Masasi (60km) Road Section including Mwiti Bridge: and

(iii) Works under Social Interventions (School dormitories, Storage house for cashew nuts and other crops. Bus stand, Market, Doctors’ and Teachers’ houses, New dispensary, Classrooms and Water boreholes).

A2: Consulting Services for Supervision of Civil Works

This sub-component includes:

(i) Supervision of Upgrading Works of Upgrading of Mnivata – Newala – Masasi Road (160 km) to Bitumen standard: Lot 1: Mnivata – Mitesa (100km) Road Section; and

(ii) Supervision of Upgrading Works of Upgrading of Mnivata – Newala – Masasi Road (160 km) to Bitumen standard: Lot 2: Mitesa – Masasi (60km) Road Section including Mwiti Bridge

B: Institutional Support and Capacity Building

This component includes

(i) Capacity enhancement to staff under TANROADS, Ministry of Works and Transport. and Ministry of Finance and Planning

C: Project Management

This component includes:

(i) Consultancy Services for baseline survey, monitoring of ESMP and RAP Implementation;

(ii) Consultancy Services for Sensitization and awareness on HIV & AIDS. STis,

COVID-19 and Gender mainstreaming:

(iii) Consultancy Services for Road Safety Audit & Awareness:

(iv) Consultancy Services for Technical Audit Services of Civil Works; and

(v) Consultancy Services for Financial and Procurement Audit Services.

D: GOODS

This component includes:

(i) Procurement of X-ray machines — 2 Nos:

(ii) Procurement of Ambulance — 2 Nos; and

(iil) Procurement of Cashew nuts processing machines for Women and youth including training.

4. Procurement of Goods and Works will be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015, which are available on the Bank’s website at https://www.afdb.org.  Solicitation documents are expected to be available as of November 2021
