REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR PROVISION OF CONSULTING SERVICES FOR DEVELOPMENT OF FRAMEWORK FOR ESTABLISHING THE NATIONAL SKILLS COUNCILS (NSC) AND SECTOR SKILLS COUNCILS (SSC)

The Government of United Republic of Tanzania has received financing from the World Bank toward the Cost of the Education and Skills for Productive Jobs Program (ESPJ) and intends to apply part of the proceeds for provision of consulting services for development of Framework for Establishing the National Skills Councils (NSC) and Sector Skills Councils (SSC).

The development objective of Education and Skills for Productive Jobs (ESPJ) Program-for-Results (PforR) in Tanzania is to strengthen the institutional capacity of the country’s skills development system and to promote the expansion and quality of labor-market driven skills development opportunities in selected economic sectors. Being one of the primary components of the governance structure highlighting the Program-for-Resuits (PforR) , the Councils shall be integral platforms representing the public-private partnership within the selected economic sectors namely, (i)Agri-business and Agro-processing, (ii) Transport and Logistics, (iii) Tourism and Hospitality, (iv) Energy, (v) Construction, and (vi) Information and Communication Technology (ICT) respectively.

The consulting services (“the Services”) include the development of framework for establishing appropriate Councils that shall lead the formation of strategic working mechanism between the private business community, the Government and specific Training Institutions involved in skills development. The assignment is anticipated being executed within a period not exceeding three (3) calendar-months through Tanzania Private Sector Foundation (TPSF) in Dar es Salaam. The Tanzania Private Sector Foundation (TPSF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services in context. interested Consultants should provide information demonstrating their qualifications and relevant experience to perform the Services. The shortlisting criteria for consulting firms shall include having the description of undertaking similar assignments over the last five (5) years, experience of working within the sub-Sahara region/least developed countries, and availability of appropriate skills among the proposed staff.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.14 of the Procurement Regulations “The Bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest”.’

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in the Procurement Regulations, paragraph 7.3 accordingly.
