Introduction
The Private Agricultural Sector Support (PASS) Trust was established by the governments of Tanzania and Denmark in November 2000 and became operational in 2001 as a project under the Ministry of Agriculture and Livestock, with the main purpose of stimulating investments and growth in the private sector commercial agriculture and related sectors through access to finance. In 2007 PASS was registered as an autonomous body corporate under the Trustees Incorporation Act, 2002, and is taxed as a charitable organization. PASS’s mission is to facilitate access to financial and business development services for the agribusiness entrepreneurs in Tanzania.
Purpose
PASS Trust is seeking qualified firm (s) to design, develop and implement the knowledge hub Management system. The Knowledge Hub will be an online databank that provides farmers with access to up-to-date information related to the agricultural sector. The system will be integrated with various sources of data that enable farmers to make their day-to-day decisions in the agriculture value chain. The data sources will include those related to access to finance, marketing, agriculture input, agronomy data weather, crops distribution, crops calendar, soil, fishing, and animal husbandry.
The online system shall be in three forms web application, android app and IOS app and be accessible over the internet using multiple devices and accessible on the features phones using the USSD method.
The scope of work
• The system will be integrated into data sources that contain both structured and unstructured including satellites and drone imaging and process such data to produce a timely decision that improves yield and minimize losses due to unpredictable changes in weather.
• The system should be embedded with analytics capabilities such as investigative (discovery), descriptive (aggregation), predictive (outcomes), and prescriptive (available options). The system must be able to answer common questions such as at the time of planning for the growing season, the farmer takes into account key agronomy inputs, including the long-term weather forecast (when do I plant my crops?), grain price forecast from futures markets (what crops do I plant?), availability of new agriculture technology, including quality seeds and agrochemicals such as pesticides, herbicides, and insecticides (what technologies do I use to maximize my yields?)
• The system should also have a farm calculator that takes into consideration customs input like land acreage, access to irrigation, labor, location, and other resources combined with another agronomy factor to produce specific decisions for a specific farmer
• The firm will come up with system requirement specifications to develop a good system after consulting with key stakeholders. Once the system is developed PASS Users will be trained to use and then system will be piloted. Justified recommendations will be incorporated into the system and then final testing will be carried out.
Minimum Qualification
• Must be a registered legal entity
• Interested Consultants should provide information demonstrating that they have the required qualifications (technical and managerial skills)
• Must submit at least 3 similar experiences (provide name, description of the assignment, contract prices, and contact address of Client served)
• Must submit the recent audited financial statement for the last 3 years
Submission
Interested companies are therefore asked to submit an EOI proposal to design, develop and implement the knowledge hub for PASS TRUST. The proposal must capture the applicant’s profile, legal documents, references, information about the firm ability to perform the work, audited financial statement, and all certifications necessary to perform the work. Don’t include the cost of the proposal.
