REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Consultancy Services to Conduct Impact Evaluation of the Introduction of Electronic Payment of PSSN Transfers

Reference No. IE/011/2017-18/HQ/C/04

The United Republic of Tanzania has received a grant from the Bill & Melinda Gates Foundation toward the cost for Productive Social Safety Net Project for Digitizing cash transfers and financial services for social protection in Tanzania project and the executing agent for this project is the Tanzania Social Action Fund (TASAF). TASAF intends to apply part of the proceeds of this grant for Consultancy Services to Conduct Impact Evaluation of the introduction of Electronic Payment of PSSN Transfers.

The Tanzania Social Action Fund now invites eligible consulting firms to indicate their interest in conducting:

·         Baseline study to be carried out before households receive e-Payments.

·         Midline study after recipients have been receiving e-Payments for 18 months/9 payments

·         Endline study after recipients have been receiving e-Payments for 30 months/15 payments to understand the impact of the introduction of e-Payments. The impact will be measured at different levels. Firstly, for individual recipients and beneficiaries (including for the unconditional cash transfer, conditional cash transfer and livelihood interventions) and, secondly, at the administrative system level (TASAF TMU, PAA, CMC). We have a third level of interest in the spill-over effects within villages where e-Payments have been introduced.

Interested firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile,description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff.

The attention of interested Consultants is drawn to paragraph 1.9 of the Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers January 2011 ”Consultant Guidelines” setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the selection based on consultant qualifications method set out in the Consultant Guidelines.
