ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR PLANNING OVERSEES GENDER ACTIVITIES UNDER TANZANIA – ZAMBIA TRANSMISSION INERTER CONNECTOR PROJECT

REFERENCE NO: PA/001/2020-21/HQ/C/09/

1. The Government of the United Republic of Tanzania though TANESCO has received fund from the world bank toward the cost of the consultancy services for planning and overseeing gender activities under Tanzania Zambia Transmission Interconnector Project intends to apply of the proceeds for consulting services
2. The consulting services aiming to develop gender action plan of TAZA based on the draft GAP development by TANESCO targeting increased female recruits hired as a part of recruitment, leadership, and mentorship program designed under the project, the gender action plan should focus on specific intervention areas that ensure gender effectively integrated in the planning , implementation M&E and reporting the GAP should help to achieve overall project and objectives by enhancing gender equality in the context of the energy sector , also prepared GAP will help TANESCO project implement unit and their contractors take consideration women needs during the implementation of TAZA project
3. The Tanzania Electric Supply Company Limited (TANESCO) now invites Eligible Individual Consultancy To Express Their Interest In Providing The Services , Interested Individual Consultants Should Provide Information Demonstrating That They Have The Required Qualifications And Relevant Experience To Perform The Services The Short listing Criteria Are
   i. Bachelor Degree in gender and development , social development or related social science fields of studies with minimum 10 – 15 years of directly relevant experience in the public sector
   ii. Experience in gender policy, gender sensitivity training, women employment and gender based violence is desired
   iii. Relevant experience in providing high level technical support, program design and advisory support for gender equality interventions in energy sector ( or similar sectors) in Africa Region
   iv. Ability to lead social and gender assessments, design surveying tools and conduct field level consul consultation is required
   v. In-depth experience working directly with project teams and interacting with government public sector entities on gender and social issues in Tanzania or East Africa
   vi. Proven ability to plan develop coordinate and monitor programs and various activities from context(research, writing and presentation) to administrative aspects (budgets etc)
   vii. Fluent written and spoken English as well as fluency in Swahili will be an added advantage
   viii. Willingness to travel to remote areas as needed
4. The attention of interest individual consultants is drawn to section III Paragraph 3.14, 3.16 and 3.17 of the world bank procurement regulations for IPF Borrowers July 20116 setting forth the world bank policy on conflict of interest
5. A consultant will be selected in accordance with the quality and cost based selection method set out in the procurement regulations

7. Qualified and interested candidates who meet the requirement qualifications and experience are invited to submit update CV and cover letter explaining their motivated and why are suited for the assignment to TANESCO PIU Before 4th December 2020 at 14;30 HRS
8. Interested individual consultants must provide information’s indicating that they are qualified to perform the services by submitting consultant’s profile, description similar, assignment, experience in similar condition and availability of appropriate skills
9. Expression of interest must be submitted online through TaNEPS (www.taneps.go.tz) before 14:30 hours application will be opened promptly thereafter online TaNEPS and therefore interested consultants are required to registered with TaNEPS through PPRA website
