1. This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in PPRA Tender Portal, DAWASA websites and Daily News.

2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Dar es Salaam Water and Sewerage Authority (DAWASA) during the financial year 2019-2020. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Provision of Consultancy Services for ISO 9001:2015 International Standards Certification in Quality Management Systems.

3. The scope of services include: certification and Surveillance Audits covers DAWASA water supply and sewerage services operations cycle; the provision of clean, safe water and sewerage services which include production, transmission, distribution of clean water and management of sewerage services and shall involve the following activities: a) Conduct ISO 9001:2015 Certification Audits of DAWASA OMS in accordance with ISO 19011, Stage 1: Audit ISO 9001:2015 QMS adequacy and readiness review; and Stage 2: Audit — 150 9001:2015 QMS implementation audit. manusia memanda.

b) Issue ISO 9001:2015 Certificate to DAWASA QMS upon satisfactory compliance to the Standard and Certification requirements;

c) Conduct at least one surveillance audits every year for two consecutive years after the issuance of Certificate to maintain DAWASA QMS Certification.

d) Additional Inputs to scope of certification audit:

Total number of 8 (Eight)personnel competent involved in the certification audit DAWASA has 21 site locations to be involved in the scope of QMS certification.

4. The Dar es Salaam Water and Sewerage Authority (DAWASA), now invites eligible Consultancy firms to indicate their interest in providing the services for ISO Certification in Quality Management Systems. The implementation period for the assignment will be three (3) years. More details on the services are provided in the Terms of Reference.

5. The Dar es Salaam Water and Sewerage Authority (DAWASA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The shortlisting criteria are (a) Core business of the firm and year in business (b) experience in similar assignment (provide name and contract address of client served), (c) technical and managerial capability of the firm (provide only the structure of the firm, general qualifications and number of permanent staffs. Do not provide CV of staffs. Key experts will not be evaluated at the shortlisting stage, the names and contract address of client served. Consultant may associate with other firms, in the form of a joint venture or sub Consultancy to enhance the qualification. In case of a joint venture, all the partners in the Joint Venture shall be jointly and severally liable for the entire contract, if selected.

Procurement Act of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446 (hereinafter called Procurement Regulations) as amended in 2016.

8. Interested eligible consultants may obtain further information from the office of the

Expressions of Interest (EOI) must be delivered to the address below at or before 10.00 hrs on Thursday 26th September, 2019 and will be opened promptly thereafter in public and in the presence of consultants’ representatives who choose to attend the opening ceremony at the DAWASA Board Room, DAWASA Building, Dunga Malanga Street Opposite Mwananyamala Hospital, Dar es Salaam.

10. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
