EXPRESSION OF INTEREST AND REQUEST FOR QUOTE (RFQ) FOR CONSTRUCTION OF GEOGRAPHIC INFORMATION SYSTEM (GIS) PROJECT TO PANAFRICAN ENERGY TANZANIA LIMITED
1. Pan African Energy Tanzania Ltd. a Producer, Cistributor and Marketer of Natural Gas from the Songo Songe gas field in Kilwa District, Lindi Region hereby invites potential bidders to express their interest and provide a quote for the supply of the following Services,
2.SERVICES
Pan African Energy Tanzania requires the Construction of a GIS project for the Songo Songo gas field project covering both the upstream elements located in Songo Songo field and downstream elements located in Dar es Salaam.
The project is to be created in QGIS. and initial focus will be on the upstream elements associated with the Songo Songo gas field: that is all elements up to the landfall of the expart line on mainland Tanzania, with downstream to fallow.
Bidders are requested ta submit a short proposal covering
1. Experience, including relevant experience in East Africa
2. Summary of their approach to construct the project in OGIS
3. Suggestions/recommendations not covered in this Scope of Work to improve project whilst remaining fil for purpose.
The bidder will be required to have an active Kingdom license, to enable extraction of data from the Company’s kingdom dataset.
3. This call for EOI and signifies the start of an open, transparent, and objective tender process,
4. The Potential Bidder should be a well-established and reputable company and shall indicate that it is willing, capable, experienced, and competent in supplying the said Services preferably to the Oil & Gas Industries, Failure to indicate clearly so may result in disqualification.
5. Potential Bidders must submit information to demonstrate their technical competency and relevant experience as a minimum. This must include the following:
(i) Proof of experience in providing said Services preferably in Oil & Gas industries.
(ii) International companies with ability to team up with Local expertise in any form as per the Petroleum Act, 2015 and the Local Content Regulations, 2017
(iii) Proven technical capability.
(iv) Proof of registration with the local authorities in Tanzania/or Country of Origin as may be applicable. Attach Company Registration/Incorporation certificate, Tax Identification Number (TIN) and Value Added Tax {VAT} certificates, Valid Business Licence, Regulatory licenses and permits (if applicable), etc.
(v) Proof of financial capability (provide latest approved audited financial statements for the past year) and a Letter from your Bank.
(vi) For Tanzania Registered Companies provide Proof of Registration in EWURAs LSSP Database as a Local Service Provider and current annual returns updated in the BRELA Online Registration System.
(vii) Quotation to include withholding tax at the prevailing rates for local company or foreign as applicable.
6. All correspondence regarding this enquiry shall be in writing and communicated by e-mail otherwise the potential bidder may be disqualified from tendering at the sole discretion of Pan African Energy Tanzania Limited.
