RE- INVITATION FOR TENDER

1. This invitation for tenders follows the general procurement notice for these projects which appeared in Daily Newspaper issue no 976510002 dated 1st July 2020
2. The government of the United Republic of Tanzania has set aside fund for the operation services company limited during the financial year 2019/2020. Its intend that part of the proceeds of the fund will be used to cover eligible payments under the contract for the Designing, Building, Supplying, And Commissioning Of One New Wagon Ferry Plying In Lake Victoria With A Pay Load Capacity Of 300 Metric Tons
3. The marine service company limited now invites sealed tenders from eligible contractors for the following requirements
LOT 1: Designing, Building, Supply and Commissioning of one new wagon ferry a pay load capacity of 3000 metric tons in Lake Victoria
LOT 2: Supplying and commissioning of one new crane for the lifting capacity of 100 metric Tons for Mwanza South Port
4. Tendering will be conducted through the international competitive bidding procedure specified in the public procurement regulation GN 446 of 2013 and public procurement (amended) regulation GN 333 OF 2016 and is open to all eligible bidders as defined in the regulation
5. Interested eligible tenders must provide information in details as follows
i. shipbuilder(LOT 1)
a) Experience in detailed design
Minimum of 10 yrs experience in details design of building new vessels of not less than 3 project of similar nature (cargo vessels)
b) Construction experience of the similar shipbuilder
– Minimum 10 yrs experience of shipbuilding in the industry
– Minimum of 3 completed projects of building a new cargo with a pay load capacity of 3000 metric tons
c) Financial capability
– Minimum average turnover in the last 5 yrs on shipyard construction experience of USD 30 Millions
– Demonstrated ability to finance a minimum of USD million of designing and building work
d) Personnel experience from the shipbuilders
Personnel capabilities of 5 yrs and above with experience of similar nature works of the following kye personnel
- Marine engineers – machinery installation
- Electrical engineers – electrical installation
- Nava architects – ship design
- Electronics engineer- electronic equipments
- Dockyard engineer/master – launching
- Chief welding specialist – welding and painting
- Pipeline engineer – piping system
- Mechanical engineer – auxiliary machineries etc
Particular experience for crane suppliers
- At least 5 yrs experience of the performing similar nature of work in Africa and across the world
- Certified copies of staff academic certificates and posses the necessary professional and technical registered by registration board from their respective countries, professional and technical competence related to the work. Personnel capabilities of 5 years above with experience of similar nature of works
- letter for award of contract for the supply of heavy machinery from well recognized institutions in Africa across the world
- job completion certificates for the last 3 yrs from well recognized institutions
- firms past history in conducting business supplying of similar heavy machines across the world firms competency expertise knowledge and in depth understanding of the product to be supplied
- minimum average turnover in the last 5 yrs and demonstrated ability o finance the work
6. Interested firms must provide information evidencing that they are qualified and experienced to perform the services as narrative above for the purpose document evidence such as registration evidence to the known engineering organization description of similar assignment carried out by the company with names date of execution any associated form if any and address of client with copy job completion certificates and appropriate technical skills staff with their CV
7. 8. All tenders must be accompanied by an original tender security in an acceptable from in the amount of 10% of bid price in acceptable form
9. the site visit will be held on 2nd November at 8;00 at Mwanza south port followed by tender pre-tender meeting which shall be held on 23rd November 2020 at 10;00 at MSCL HQ , Contract will be their travel and keep costs
10. All tenders in one original plus 2 copies properly filled in and enclosed in plain envelopes must be delivered to the secretary of the Tender Board, Marine Services Company Limited, P.O. Box 2385 Mwanza email [email protected] at or before 16th November 2020. Tenders will be opened promptly thereafter in public and in the presence of tenders representatives who choose to attend in the opening ceremony at the marine services company limited P.O. Box 2385 Mwanza South port in the purchasing and suppliers managers office at warehousing building
11. Late tenders, portion of the tenders electronic tenders tender not received not opened at the bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances
12. The procuring entity is not bound to accept the lowest or an tender
