Management and Development for Health PAW/ is a non-profit 01934731iOn In Tanzania that primarily at to contribute towards addressing public health priorities through evidence based interventions and partnership. MDH wads in collaboration with the Ministry of Health Social Welfare, Elderly, Gender and Children (MoHSWEGC) Zanzibar, as well as academic and non-academic institutions to address the various public health changes including Disease Outbreak, Tuberculosis (TB). Malaria, MAIDS, nutrition maternal and child health and to undertake initiatives to advance public health research education, and services for improving the Wes of people and communities.

MDH in collaboration with the MoHSWEGC continue with the implementation of the Zanzibar Digital Health Strategy (2020-2025). Therefore, the MoHSWEGC has prioritized implementing a comprehensive electronic integrated Disease Surveillance and Response (elDSR) system. The Ministry of Health Zanzibar, in collaboration with partners, has implemented some digital health interventions for health promotion disease surveillance and response, such as the use of mobile technologies for malaria surveillance. However, the existing digital health solutions for disease surveillance and response are not integrated and do not cover different essential components such as the reporting of immediately notifiable diseases as a foundational digital health solution to support the health sector reforms.

To achieve this objective. MDH in collaboration with MoHSWEGC is seeking a qualified software development institution to develop MOS& system for diseases surveillance services in Zanzibar. The eIDSR system must comply with the Zanzibar Government architectu revision standard and guidelines, adopt the Principles for Digital Development and WHO digital health solution M&E guicleines. The qualified software development Institution will work in partnership With MoHSWEGC.

The eIDSR system w71 be developed using free and open-source platform(s) and the front-end application(s) will run on the Android operating system (OS) version 23 and higher, and through a web browser on a mobile device or a laptop/PC

MOH hereby invites sealed proposals from qualified software development institutions to develop the eIDSR application.

The deadline for submission is Monday 31 January 2022 a 1700 hrs EAT.

MDH and MoHSWEGC reserves the right to accept or reject any proposal and to annul the bidding process and reject all proposal at any time prior to contract award without there by: Ironing any liability to bidders. MOH is under no obligation to accept the lowest or any proposal
