Expression of Interest

Date 23/06/2020

  1. This invitation for expression of interest follows the General Procurement Notice (GPN)which appeared in Daily Newspaper Issue no. 12,401 dated 31/05/2019.
  2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Tanzania Petroleum Development Corporation during the financial year 2019/2020.It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Consulting services for undertaking Environmental Impact Assessment for gas distribution pipeline and connection of gas supply to Customers in Mkuranga-Coast Region.
  3. The Tanzania Petroleum Development Corporation now invites eligible Firms to indicate their interest in providing the services which include Facilitation of the registration of the project with NEMC by submitting an application for EIA certificate; Scoping to determine the scope of the investigation by setting boundaries of the study and identification of potentially significant environmental impacts; Environmental Impact Assessment based on the results of the scoping exercise and includes (but not limited to) stakeholder consultation, literature review and field work; Assess the social and environmental impacts to present population and environment along proposed gas network and the likely impacts of the projects on their way of life; Submit Environmental Impact Assessment (EIA) draft report to NEMC for review by a Cross-sectoral Technical Advisory Committee (TAC); The Consultant shall make follow-ups with NEMC for the approvals and issuance of the EIA Certificates. The timeline for the consultancy assignment is nine (9) months.
  4. Interested Firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.
  5. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446 (hereinafter called Procurement Regulations).
  6. Selection will be conducted through the Quality and Cost based selection procedures specified in the Public Procurement Regulations.
  7. Interested eligible consultants may obtain further information from the office of the Benjamin William Mkapa Towers, Tower “A”, Azikiwe/Jamhuri Streets, P.O. Box 2774,Dar-es-Salaam, 6th floor, room number 608., [email protected] from09:00-15:00 on Mondays to Fridays inclusive except on public holidays.
  8. Expressions of Interest (EoI) must be electronically submitted in the proper format, at or before 06/07/2020, 11:0011. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
