ASSIGNMENT TITLE: CONSULTING SERVICES FOR THE TECHNICAL ASSISTANCE TO THE ROADS FUND BOARD ON EXECUTION OF THE COLLECTION OF THE BASELINE DATA AND DEVELOPMENT OF SPATIAL DATABASE FOR THE REPUBLIC ROADS NETWORK OF MAINLAND TANZANIA

  1. The government of Tanzania has received financing from the World Bank towards the cost of the Road Inclusion and Social Economic Opportunities program and intends to play part of the proceeds for the consulting services to carry out database and roads inventory and condition survey. Part of the proceeds will also be applied towards consultancy services to provide a technical assistance in the implementation of the assignment
  2. The consulting services objective is to provide appropriate guidance, supervision and coordination so that the RICS deliverables are fit for the purpose. Technical adviser will supervise the consultancy for the RICS assignment , the technical provider will provide the technical oversight through the consultancy services for establishment of baseline data and later geospatial database and ensure that the outcome meets the desire objectives the tasks shall include but not be limited to facilitate coordination and manage overall inputs between client and the consultant review project progress report submitted by the consultancy and advice the client accordingly provide oversight for overall sub-project financial management and financial reporting of sub-project expenditures’ and ensure that project is implemented as per its ToR
  3. The assignment is expected to start January 2021 the detailed terms of reference for the assignment can be found at the following website www.roadsfund.go.tz
  4. The roads fund Board is now invited eligible individual consultancy to indicate their interest in providing the services interested consultancy should provide CVs demonstrating that they have the required qualifications and relevant experience perform the services. The individual consultancy must have the following qualifications and skills:-
    i. Minimum master degree in transport economics, civil engineering, transport planning or related
    ii. At least 10 yrs experience in the roads maintenance planning a proof of good performance in similar assignment in any country
    iii. Familiarity with different categories of roads networks classification in sub-sahara Africa, their management and financing knowledge of the Tanzania network is an added advantage
    iv. Proven experience in roads asset management with a demonstrated experience in planning roads conditions survey including evaluation and assessing the roads conditions
    v. Solid understanding of the principles of asset management and roads conditions surveys including associated structures
    vi. Familiar in functionality and processing of road asset data
    vii. Excellent written and spoken English
  5. The attention of interest consultancy is drawn to section iii paragraph 3.14, 3,.16 and 3.17 of the world bank procurement regulations for IPP Borrowers July 2016 and revised November 2017 and August 2018 (procurement regulations) setting forth the world bank policy on conflict of interest
  6. A consultancy will be selected in accordance with the individual consultant method set out in the procurement regulations
