FEASIBILITY STUDY FOR CROSS BORDER MARKETS (DEVELOPMENT AND/OR MODERNISATION)

The EAC Secretariat with support from the GIZ-African Union Border Programme (GIZ-AUBP) has embarked on supporting efforts to address the vulnerability of border areas and the complex relationships between poverty, gender, youth, unemployment and security in border areas.

As per its protocol on free movement of people and goods in a secured environment, the East African Community has made significant progress in managing its borders and transforming them into zones of high potential in terms of socio-economic development and regional integration. Further, the AUBP instruments (AUBP – Declaration BP / MIN / Decl. (II) and Niamey convention) called on AU Member States to “reinforce the regional integration process and consolidate cross border developmental projects within the framework of the RECs (which) should provide the legal framework necessary for the formalization of cross-border cooperation and establish regional funds for financing such cooperation”.

Based on the above mentioned, the EAC Secretariat, supported by GIZ-AUBP, has initiated a project to empower border communities economically and socially through the development and /or modernisation of local cross border markets. The objective is to allow border communities to have access to regular and conducive market places that foster cross border trade in a secured environment by availing access to basic needs. Furthermore, the cross-border markets aim to foster cooperation and build trust between border communities and officers, get the most out of Informal Cross Border Trade within EAC while minimizing the risks and urge for cross border smuggling and/or taking part to other cross border criminal activities. Such markets especially empower women as economic actors given that they constitute up to 65% of small-scale cross border traders. It further enables to fully implement the EAC Common Market Protocol (CMP) and the benefits it comes with. Additionally, the development and/or modernisation of structured markets allow for better management of the space and operations while ensuring a better chance of participation for women, youth and persons with disabilities. Lastly, the border officers will be in a better position to monitor and act against cross border criminal activities when the markets are properly structured.

The sought-after expert will conduct a feasibility study on the creation and/or modernisation of such cross-border markets within EAC, keeping in mind the intended impact above described.

The Main Objectives

  • Assess the sites earmarked for such cross-border markets (4 borders will be selected): study the environment of the earmarked sites within EAC to determine possibilities for both the development of new cross border markets and/or modernisation of existing ones;
  • Check if the measures foreseen are adequate in the said environment
  • Determine factors to have a successful implementation of the project
  • Determining if the sites are more suitable for a market modernisation or the development of an entirely new cross border market;
  • Determine the need of the communities so they can fully use and benefit such a cross border trade (e.g. a cattle market Vs a normal small-scale trade market or both);
  • Define the concept for the cross-border market that suits the targeted site and communities
  • Identify the main stakeholders relevant for the success of the measure and define their role (at EAC level e.g. EAC community development task force, at State level e.g. water, sanitation, electricity…, at local level border communities, leaders, safety etc.);
  • Identify sustainable management system and measures for the markets;

Qualification / Competencies required

  • Be a national of one of the EAC Partner States;
  • A minimum educational background: Master’s degree in Economics with a focus on development or infrastructure development;
  • Have a Professional experience in local scale infrastructure development (at least 5 years of working experience)
  • Have a deep knowledge of EAC policies on cross border trade in building regional integration
  • Be aware of EAC goals, priorities, structure, stakeholders, institutions and instruments
  • Open to constructive criticism and delivers products on agreed timeline

The consultant’s services are requested between August 12 to September 21, 2019, and shall cover a total of approximately 20 expert days.
