CALL FOR PROPOSALS FOR ZONAL MENTOR ORGANIZATIONS(ZMOs)

Description

Under the second SP (2016-2020/21) which focused on ‘Access to Legal Aid’, the LSF implemented its program focusing more on rural legal empowerment approach through Regional Mentor Organizations (RMOs). After the strategic plan 2016-2020/21 lapsed, the RMOs programme ended with notable achievements including well-established paralegal organizational systems and structures. As the 2022-2026 SP focuses on ‘Quality Legal Services’ the LSF has designed the Hybrid Approach encompassing the use of Zonal Mentor Organizations (ZMOs) with assistance from Regional Volunteers and the LSF secretariat. On that note, the secretariat of the Legal Services Facility (LSF) is inviting proposal from non-governmental organizations with presence in the below zones to play the role of a zonal mentor.

Eligibility Criteria

In order to be eligible for the call for proposal, applicant organizations must demonstrate that:

  • They are legally existing not for profit Civil Society organizations/non-governmental organizations;
  • A solid, transparent governance structure;
  • Well established (financial, M&E) management systems and report writing skills;
  • Experience with capacity building approaches to individuals, groups, organizations i.e. paralegals organizations and local government authority;
  • Have well-functioning office in the specific region;
  • Experience in working with paralegals and proven track record for providing support to the established paralegal units/organizations will be an added advantage Experience in working with the local government authorities at different levels.
  • That they are directly responsible for the preparation, management and implementation of the proposed Action;
  • Sufficient technical and financial management capacity to implement proposed activities;
  • That approaches proposed are client centered, sustainable and represent an optimal mix of proven best practices and innovative methodologies;
  • The action is designed in a way that it could be maintained at the community level in terms of direction and management and with secured resources in the foreseeable future.

Proposals that describe approaches for the capacity development of paralegal units and other stakeholders such as local government leaders

·  Proposals that demonstrate improved integration and partnership among legal aid providers and other stakeholders’ delivery of services as well as timely referrals and effective communication between providers.

·  Proposals that will demonstrate clearly how the change process will be measured and who will be involved in the measurement

·  Proposals that are designed in such a way that it could be maintained at the community level in terms of direction and management and with secured resources in the foreseeable future.

·  Proposals that contribute to the improvement of legal aid services and measure satisfaction levels of clients to ensure quality of services in a cost effective and efficient manner

·  Any other type of action that significantly increases sustainability of legal aid in Tanzania mainland. As long as the proposed action is well coordinated with other legal aid providers and the Government, sufficient attention is being paid to aspects of approaches that take the needs of the target population into consideration.

·  The following types of action are ineligible:

Eligible direct costs

Eligible direct costs include:

  • travel and subsistence costs for staff taking part in the action, provided they do not exceed those normally borne by the beneficiary or his partners the cost of purchasing equipment (new or used) and services, provided they correspond to market rates;
  • costs arising directly from the requirements of the contract (dissemination of information, evaluation specific to the action, audit, translation, printing, insurance, etc.) including financial service costs (in particular the cost of transfers and financial guarantees).

The deadline for receipt of the proposal is twenty-one days (21) after the date of the call advert. Email or hand-delivery proposals will not be accepted. Any application received after the deadline will automatically be rejected.
