APPLICATION FOR CONSULTANCY – CONDUCTING ENDLINE EVALUATION FOR PENNIES TO POWER (P2P) -UCHUMI PROJECT

1. Introduction: The Pennies to power (P2P) – UCHUMI was a three years’ (June 2019 — June 2022) Project funded by the Arthur M. Blank Family Foundation. To achieve its objectives, CARE partnered with Regional Authorities in Morogoro, Njombe and Mbeya; Southem Agriculture Growth Corridor of Tanzania (SAGCOT); Vocational Education and Training Authority (VETA) to deliver intended value to youth participants sitting in youth saving and loan associations (YSLA).

2. Mode of implementation: UCHUMI project deployed CARE’s unique collective investment model in transforming lives of youths through gender and skills development outreach Initiatives. Regional and district authorities were mandated with forming and strengthening YSLA groups while VETA engaged in career guidance and provision of vocational training. SAGCOT engaged in policy influencing and market linkage support services.

3. Key objectives; UCHUMI project’s goal ts in line with CARE’s overall goal that women and youth are economically and socially empowered through savings groups. Specifically, the objectives are as below;

Objective 1: Women and Youth are informally of formally financially included, mobilizing savings, and accessing capital through savings groups and FSPs.

Objective 2: Women and youth have the skills, information, knowledge, and opportunity to secure

diversified and sustainable livelihoods.

Objective 3: Women and youth are meaningfully engaged in decision-making processes at household and community levels on issues pertaining to their livelihoods and wellbeing.

Objective 4: Youth, women and girls use technology to strengthen social coherence and access

business development skills leveraging on existing saving groups.

4. Evaluation objective: The evaluation will assess congruence between project design, implementation and achieved transformation to the targeted youths in Mbeya, Morogoro and Njombe regions covering 21 districts by;

i. Assessing the extent to which UCHUMI Project objectives have been achieved and the (positive) changes realized in the lives of targeted population, households and in directed beneficiaries.

ii. Gauging project achievements and registered impact against originally established goal, outcome, Ci global indicators and outputs by comparing baseline and end line project findings.

iii. Gathering information on how the project integrated aspects of gender, resilience, and Income generation during community engagement and transformation undertakings

iv. Ultimately the evaluation will collect and document key lessons learnt, unique unintended findings and recommendation that inform the current programming and future similar interventions.

v. Required competencies: The assignment will engage competent consultant firm or individual with intensive knowledge of M&E, comparative base and endline assessment experience, proven expertise in gender equity and underlying aspects, value chain development, vocational training approaches as weil as distinguished business development service evaluation acumen.
