Job Description

The International Rescue Committee (IRC) is an International Non Governmental Organization that responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. In Tanzania, the IRC is supporting refugee program in Kigoma Region. The IRC is providing services in Nyarugusu, Nduta and Mtendeli refugee camps in Kigoma region. The IRC support to refugees and asylum seekers including services under the following programs: Community-Based Rehabilitation (care for disabled), Child and Youth Protection and Development, Women Empowerment/Gender-Based Violence, Reproductive Health, Mental Health Psychosocial Support and Education.

Position: CBR/PSNProtection Senior Officer

Reports to: CBR/PSN protection Ability promotion and livelihood Manager
Number of Positions: One (1)

The International Rescue Committee (IRC) coordinates the provision of services across a broad spectrum of sectors in Kigoma Region, Tanzania. This position is responsible for supporting rehabilitation activities at the CBR/PSN centers in coordination with the CBR/PSN Protection Ability promotion and livelihood Manager in Nyarugusu refugee camp in Kasulu District. This position reports technically and administratively to the CBR/PSN Protection Ability promotion and livelihood manager, the position works closely CBR/PSN Protection M&E Manager / Data focal person, Social Rehabilitation and other Officers. This position monitors administratively the work of the CBR/PSN Protection incentive rehabilitation assistants and community outreach workers in the camp. Ensures quality implementation of the rehabilitation services through outreach programs and assessment of clients with functional disorders and reports the needs to the CBR/PSN Protection Ability promotion and livelihood Manager for implementation and support.

Program Responsibilities:
• Ensure quality implementation of CBR/ PSN Protection activities in Nyarugusu refugee camp, adherence to donor agreement and regulations, as well as IRC Tanzania’s country program strategic plans in coordination with the PSN Protection Ability promotion & livelihood Manager.
• Supports to conduct risk assessment for PSNs and plans for PSNs case management in line with the PSN CM guideline.
• Take the lead in identification and assessing functional needs of PWDs in coordination with the CBR/PSN Protection Ability promotion and livelihood Manager and support rehabilitation services carried out in the CBR/PSN centers , home based rehabilitation and at the CBR/PSN center in collaboration with the CBR/PSN Protection Ability promotion and livelihood Manager.
• Ensuring identified needs of PWDs at the field level are met with quality care and support and meets standards practices in line with the medical rehabilitation protocols, international classification tools of disabilities and functional disorders.
• Conduct weekly outreach visit, home visits and support to persons with disabilities and persons with specific needs to facilitate the reach for their needs at filed level.
• Take the roles of monitoring the work of other CBR/PSN Protection incentive staff administratively in the absence of the CBR/PSN Protection and livelihood Manager and track the implementation of weekly plans to meet the needs of PWDs/PSNs as planned for community outreach workers.
• Mobilize PWDs and PSN, and assist with them to form their self help groups in collaboration with community based structures.
• Link rehabilitation interventions for PSNs for the purpose of integrating them into the community activities( such as livelihood and ability promotion initiatives )
• Organize ways to create awareness on the needs of rehabilitation support and protection of the to persons with disabilities and other forms of vulnerability in the community.
• Participate in capacitating CBR/PSN Protection staff incentive staff including (community outreach workers and incentive rehabilitation assistants) on the management of different types of disabilities for functional restoration for persons with disabilities and observable impairment in coordination with the CBR/PSN Protection Ability promotion and livelihood manager.
• Ensure efficient case management- and referral system is in place for PWDs/PSN, including tracking of referrals to ensure that services are provided and needs are met accordingly in collaboration with other professionals in the field of disability.
• Maintain communication with the management on the areas of sector achievements and relevant concerns on how to improve where necessary.
• Conduct home based support for PSNs and support in identification of accessible environment needs for support in collaboration with the CBR/PSN Orthopaedic Technician.
• Creates community awareness on the rights of PSNs based on the current PSNs guidelines for human rights.
• Prepare activities plans , weekly , monthly and donor reports and timely submit to the Supervisor for review as required by the sector head in line with the sector objectives and collaborate with the CBR/PSN Protection M&E Manager and CBR/PSN Protection Manager during data tracking.

Personnel Management:
• Administratively monitors the role of community outreach workers and rehabilitation assistants at the center & field level in coordination with the CBR/PSN Protection and livelihood Manager.

General Responsibilities:
• Attend and participate in trainings identified organized by your supervisor.
• Follow any new procedures and guidelines designated in circulars from Country Director.
• Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
• Represent IRC at interagency meetings as assigned.
• Assist in control and proper usage of stationery and other items relating to work.
• Perform other duties as may be assigned by your supervisor.

• Diploma in Physiotherapy with at least 1 year’s relevant experience.
• Experience working in the area of disabilities and care of PWDs and other vulnerable persons required.
• Experience working in a refugee camp desirable.
• Must be a Tanzanian working within the IRC’s CBR/PSN programming in Tanzania.
• Ability to work independently with a high degree of initiative required.
• Good IT skills: knowledge of MS Word; Excel and Outlook required and ability to track and manage data required.
• Swahili and good English written and oral skills required. French a plus.
