Position: Gender and Energy Specialist/Expert
Department: Market Development and Technologies
Reports to Training & Capacity Building Manager

Basic Function:
Provide expertise and technical support on meeting the gender
commitments outlined under TREEP- perform a base within REA. The
Expert will be expected to work from an office within REA and to
function as a part of the REA team.

Major Activities of the Position:

1. Assist to analyze on the final profile of the connections made under
REA 2 and how it reflects the gender of the household head/business
head prevalent in the community as recorded in completed feasibility
2. Assist to analyze on how Information Is gathered and presented
during feasibility studies for electrification conducted by
contractors regarding the target population by the gender of the
head of household and business;
3. Review Trust Agent annual reports sex-disaggregated data regarding
beneficiaries for the program Indicators;
4. Review REA% Project Operation Manual;
5. Assist in the development of gender-specific outreach material for
the training program for the change agents in collaboration with the
Community-Based Energy Education and Outreach Consultant.
6. Review current application of “GUIDELINES AND CHECKLISTS FOR
AND PROGRAMS’previously developed for REA;
7. Provide recommendation on identified gaps.
8. Identify with REA areas into which they would further mainstream
gender and support the development of an action plan.
9. Identify with REA (2) key documents related to the NREP and support
the creation of action plan on how to integrate gender relevant
needs using aforementioned guidelines checklist (potentially assist
REA in integrating gender relevant needs in aforementioned documents).

Duration of the Assignment

The duration of the contact will be one (1) year, with possible
extension upon satisfactory performance.

Minimum Qualification Requirements

1. Advanced degree in gender and a minimum of 5 years of directly
relevant Bank and/or external experience. Specific skill set in
project management and reporting or related fields;
2. Demonstrated ability to oversee project tasks, report on findings
and provide feedback on project activities with a variety of
stakeholders including e.g. REA, TANESCO, contractors, community
members and WB staff;
3. Strong experience in monitoring and evaluation of household and
community level data. Ability to capture data periodically for
tracking and reporting;
4. Familiarity with key best-practice and the local norms with regards
to community engagement and communication. Proven ability to develop
communication content and oversee outreach and communication
strategies in rural communities;
5. Willingness to respond quickly and accurately to questions about
gender issues related to rural electrification in Tanzania;
6. Ability to work in rural co mmunities
across Tanzania. May be required to attend virtual (Video and audio
conferences) and in-person meetings;
7. Knowledge in renewable energy and rural energy projects will be an
added advantage; and
8. Demonstrate skills in computer application and use of software
programs for gender disaggregated databases.

Basic Function

Under the supervision of the Market Development and Technologies Section,
to provide specialist advice, technical assistance, education and
training to renewable energy project developers in social and
environmental issues and to ensure that projects implemented by the
Agency are socially and environmentally sound.

Major Activities of the Position

1. Assist renewable project developers in carrying out sodal and
environmental studies for their projects and see to it that
operations are executed adequately to meet Agency and Donors
safeguard and legal requirements;
2. Assist in developing environmental and social policy, guidelines and
programmes of the Agency^ undertakings in collaboration with the
relevant stakeholders;
3. Follow up and review environmental, sodal and auditing studies
carried out on behalf of the Agency by external consultants;
4. Provide technical and professional support in the implementation of
environmental and social mitigation measures and administer
environmental and social monitoring of energy projects implemented
or supported by the Agency;
5. Perform other duties as may be assigned by superior/supervisor.

Duration of the Assignment

Hie duration of the contact will be one (1) year, with possible
extension upon satisfactory performance.

Minimum Qualification Requirements
1. Degree in Sociology; Environmental Sciences/Management;
Environmental Engineering; Land Management and Valuation; or closely
related field,
2. Related postgraduate education and training in environmental and
social impact assessment, resettlement management, implementation
and monitoring of mitigation measures and knowledge of the World
Bank environmental and social safeguard policies will be an added

to energy projects is essential.
4. Must be registered with NEMC as an Environmental Expert,
