About Innovations for Poverty Action:

Innovations for Poverty Action (IPA) is an international non-profit
research organization dedicated to discovering and promoting effective solutions to global poverty problems.
IPA works in partnership with development partners and academic researchers to create and evaluate
approaches potential solutions to poverty problems using randomized evaluations in the fields of health,
education, microfinance, governance and agriculture. We also mobilize and support these decision makers to
use these solutions to build better programs and policies at scale.

About the Project:
The purpose of the study, Foreigner Effects, is to measure the effect of foreigner presence on responses in
surveys. We are interested in how the presence of a foreigner on the research team affects the way
respondents respond to questions about six sets of outcomes: wealth, attitudes toward foreign aid, attitudes
toward foreign involvement in the economy, identity, political dissent and cultural values.
The intervention will randomly expose villages to one of three experimental arms. In the control group,
there will be no pre-survey research conducted in the village (aside from any short logistical visits
necessary to secure permissions). In the qualitative research group, there will be one day of focus groups
and elite interviews conducted by an exclusively Tanzanian field team approximately one week before the
household survey. In the foreigner plus qualitative research group, there will be one day of focus groups
and elite interviews conducted by a field team that includes one foreigner approximately one week before
the household survey. A foreigner will not be present in any villages during the conduct of the household
survey. We will be able to measure the effects of qualitative research in advance of surveys on survey
responses by comparing household survey responses in experimental conditions qualitative research
group and control. We will be able to measure the effects of foreigner inclusion in research teams by
comparing both qualitative responses and household survey responses in experimental conditions foreigner
plus qualitative research group and qualitative research group.

DUTIES AND RESPONSIBILITIES
 Conduct survey according to protocols of IPA
 Report progress and challenges regularly to Field Manager
 Familiarization with the missions of IPA
 Ensure data integrity is maintained at all times and minimize errors in recording data
 Punctuality: both to determined daily schedule, scheduled meetings with local leaders, and any other
meetings
 Maintain team cohesion and respect among team members
 Accurate daily reporting and tracking for oneself and within assigned team
 Demonstrate integrity and understanding during interaction with community members/leaders and
partner organization staff
 Maintaining security and quality of project assets and materials

Qualifications:
• A Bachelor’s Degree, college diploma, certificate of business, or equivalent experience in business
or community development
• Excellent verbal communication skills in both English and Kiswahili
• Experience in meetings with government officials
• Well organized, detail-oriented, and excellent listening skills
• Ability to work independently and as part of a team.
• Experience conducting surveys a plus.

DUTIES AND RESPONSIBILITIES
• Help ensure that targets are met on time, and that all activities are carried out in accordance with the
study design.
• Schedule and attend meetings between IPA and Local Leaders.
• Ensuring effective communication between all the team members
• Ensure data integrity is maintained at all times and minimize errors in recording all data.
• Accurate daily reporting and tracking for oneself and within assigned team.
• Demonstrate integrity and understanding during interaction with community members and local
leaders
• On non-field days, accurately perform office duties for instance translation and data entry.
• Maintaining security and quality of project assets and materials.
• Overseeing a field team of up to 10 field officers
• Diligent planning of all field activities to ensure mobilization and data collection goals are being hit
• Frequent check in with field staff and problem solving of field activities
• Ensuring staff is familiar with goals and procedures.
• Punctuality: both to determined daily schedule, scheduled meetings with local leaders, and
appointments with participants.
• Maintain team cohesion and respect among team members.
• Maintaining security and quality of project assets and materials.

Qualifications
• Management experience is required.
• A Certificate, diploma or bachelor's degree in economics, social sciences, public policy, or related
field is required
• Flexible, self-motivating, able to manage multiple tasks efficiently, and team player
• Excellent verbal communication skills in both English and Kiswahili
• Well organized, detail-oriented, and excellent listening skills
• Ability to work independently and as part of a team.
• At least 2 years of research experience
• Preferred experience with STATA and SurveyCTO
• A strong interest in the field of impact evaluation
• Experience in both qualitative and quantitative data collection.
